Selection Of Partners For Urban Utility Tunnels PPP Project Based On Unascertained Measure

With the quicker pace of urbanization in our country,the species and quantity demand of municipal public pipeline facilities is also increasing.In order to solve the mess such as "street zipper" and "air webs" and the frequent occurrence of the accident which caused by underground buried and aerial mode of municipal pipeline installation,to reduce the pavement repeatedly excavation and convenient transportation,urban residents of our country has been vigorously promoting the urban utility tunnels project in recent years,and introducing the PPP mode into it.The introduction of PPP mode has effectively solved the problem of insufficient government investment and accelerated the development of urban utility tunnels in China.However,the application of PPP mode in China has not been for a long time,and its application in the urban utility tunnels is still in the initial stage.Therefore,the development of comprehensive pipe corridors under PPP mode still faces many problems.Looking at a large number of domestic and foreign PPP infrastructure projects,the reasons for failure are mainly the private sector's failure to complete in time,operational failure,unreasonable risk sharing and insufficient financial strength.The essence is that the government departments did not choose the right partner.Based on this,this paper studies the selection of partners for urban utility tunnels PPP project:Firstly,through literature analysis,this paper makes an in-depth analysis of the research status of domestic and foreign experts and scholars in PPP mode application and partner selection.Secondly,the paper expounds and analyzes the theoretical basis of the urban utility tunnels PPP project,PPP model,partner selection and selection evaluation method,and explains the selection of the research method in this paper.Then,using the literature frequency statistics method to analyze and summarize the infrastructure PPP project partner selection index dimensions,combined with the characteristics of the urban utility tunnels PPP project with the literature frequency statistical method,six dimensions of the index system are determined: social reputation,financial strength,technical ability,management ability,experience of similar projects and income level.From these six dimensions,the evaluation index system of partner selection for PPP project of urban utility tunnels is constructed.Then,combining the AHP-CRITIC combination weighting method and the unascertained measure theory,an evaluation model for partner selection of the urban utility tunnels PPP project is established.This model makes full use of the actual measurement data of the evaluation object,and at the same time quantifies the qualitative indicators,thus reducing the influence of subjective factors.Finally,this model is used to make an empirical analysis on the selection of partners for the PPP project of XX comprehensive pipe corridor project in wuhan city,and the suitability level of each candidate partner is obtained.The suitability ranking of different candidate partners is realized,and the feasibility and effectiveness of this model is verified.
