Performance Evaluation Of Urban Water Ecological PPP Project

PPP is defined by the cooperation model of government and social capital in infrastructure construction and operation or providing public service,this model can effectively alleviate the financial pressure of the government,to achieve risk sharing between the government and social capita.With the reform of the investment system and the increase of the basic investment,the traditional financing model has not been able to meet the huge financing needs,and the PPP model came into being in this background.In recent years,with the vigorous advocacy of the country and the introduction of a series of supportive policies,the PPP model has been widely used in various fields,such as medical care,pension,public transportation,education and so on.Therefore,how to evaluate the performance of PPP project and improve the performance of the project implementation process,has gradually become an important strategic objective.The concept of urban water ecological construction is based on the concept of water ecological civilization construction,strictly abide by the principle of ecological balance,integrating the function of urban water resources,water environment,water landscape and Water Conservancy Scenic spot into an integrated framework,establish the city to meet the virtuous cycle of urban and sustainable use of water resources,water ecological system integrity and beautiful water ecological environment.Due to the high consumption and high pollution,water ecological problem has become one of the bottlenecks restricting the economic development of our country.Since the eighteen party clearly put forward the importance of ecological civilization construction,the urban water ecological construction has been paid more and more attention by local governments,Sponge City,Black Odor Water Treatment,such as springing up.But at the same time,the high cost of water ecological construction is far beyond the level of government supply.Thus,the introduction of PPP model into urban water ecological construction has become an inevitable trend.In this context,the performance evaluation of PPP project construction is conducive to promoting the implementation of PPP project.Firstly,this paper introduces the essential characteristics of PPP project,and defines the performance evaluation category of urban water ecological construction under the PPP model.For the index system of PPP project performance evaluation,using the method of literature research and statistical analysis,through the reference for authority literature relevant to PPP project performance evaluation,the index system of PPP project performance evaluation is constructed.Then in consideration of the specific characteristics of urban water ecological construction projects,Combining the performance evaluation index of urban water ecological projects and the PPP project performance evaluation index,,modularizing,the paper constructs the performance evaluation index system of urban water ecological PPP projects.Secondly,the paper combines the fuzzy comprehensive evaluation theory with the unascertained measure evaluation theory to construct the performance evaluation model of urban water ecological PPP project.In the calculation of the index weight,improved entropy weight model is introduced avoiding some meaningless data.this method combines with the unascertained measurement model and overcomes the disadvantages of the subjective weight assignment,makes the evaluation results more objective and fair.In the demonstration of the model validity,this paper introduces the water ecological comprehensive treatment project in Zhoukou city,this project adopts PPP model.Due to the impact of the performance index of the project currently can not be reflected in the current period,project construction,bidding,concession performance can only be reflected in the implementation of the project,the performance of construction,bidding,concession can only be reflected in the implementation of the project and its performance is not related to the implementation of the project after the project is handed over to the government in the late stage of the project,Therefore,only two index of construction and operation are selected to evaluate the performance.Finally,the evaluation results show that the performance of the project is in good condition,which is consistent with the actual situation of the project.The validity of the model is verified.
