Research On Emergency Exercise Design Of Large Scale Blackout Incidents

Under the background of increasing complexity and frequent natural disasters in China's power grid,the safe and stable operation of the power grid has been seriously threatened,one after another,the large scale blackout incident in Shanghai on 6.5,the large scale blackout incident in Lang Fang on May 31 and the explosion accident in Xi'an substation poses a serious challenge to the power safety accident handling capability in China.The team leader has been committed to simulation exercises and emergency mechanism design for a long time,especially in the field of large scale blackout incidents and emergency exercises with rich practical experience in the design of rehearsals and believes that emergency exercises are an effective means to improve the power safety accident handling capability.However,at present,the business planning and management of emergency exercises in China is still in its infancy.In practice,people rely on their experience,existing cognition or deliberate pursuit of high level of display to construct the exercise.But not really from the emergency needs and exercises to strengthen the performance of emergency management,carefully conceived,scientific design and rigorous organization of emergency exercises.In this context,with the logical main line of preparation-implementation-evaluation,the paper studies the large scale blackout incidents and emergency exercises business specification,operation process and methodology system of rehearsal preparation design,implementation design and evaluation design.Comprehensive formation of large scale blackout incident emergency exercise design mode.The main research contents of this paper are as follows:(1)Based on the four elements of emergency plan matching "accident-responsible person-resource-measure",this paper puts forward the principle of preparing design for large scale blackout incident and constructed by emergency drill attribute definition,emergency drill scene construction,emergency drill control document production,emergency drill protection and site preparation prepare design patterns for emergency response exercises for large scale blackout events.(2)Based on the logic main line of rehearsal verification,rehearsal and formal rehearsal,we optimize and form a three-line coordinated implementation procedure of coordinator,participant and recorder based on time series.The organizational form of rehearsal combined with "subject-level-goal-comprehensive rehearsal" is constructed,and the practice and implementation procedure of "situation introduction,analysis and judgment,command and decision-making,emergency action" is constructed.Constructed with the composition of the director and the task match,emergency drill process control and on-the-spot is the main elements of the training guidance technology.(3)Combing the emergency task of various stages of large scale blackout incident emergency exercise,and constructs the evaluation business model of large scale blackout incident emergency exercise.Based on the evaluation theory,the evaluation index system of large scale blackout incident emergency exercise is constructed.In order to carry out the comprehensive evaluation and summary work in a systematic way,the implementation procedure of assessment summary including process assessment,on-site thermal feedback,expert comments and summary filing is put forward.
