Research On Emergency Management Of Power Outage In County-level Cities From The Perspective Of Public Crisis Management

With the continuous improvement of electrification level and the acceleration of energy transformation,people’s lives and economic development rely more and more on power supply,power has become an indispensable public product,the national economy and people’s lives is closely related to the stability of the power system.However,due to the complexity and risk of the power system,as well as the impact of various external factors,it is easy to trigger power public crisis events,large-scale blackouts occur frequently at home and abroad.In recent years,the economic of H District develop rapidly.Electric power is called the "barometer" of economic development.H District’s electricity sales and maximum load continue to hit a record high.Social development is highly dependent on electricity,and a large-scale blackout will cause serious consequences.Therefore,it is of great significance to study the emergency management of electric power public crisis.Based on the review of domestic and international crisis management and public power crisis management literature,this thesis combines the survey data such as interviews and questionnaires to analyze the emergency management status of the government,power supply enterprises,and important power users involved in the emergency management of power failure in H District,including risk source management,emergency system construction,emergency support capacity building and other aspects.Next,using statistical analysis methods to process the scale data in the questionnaire,the main influencing factors of large-scale power outage emergency management for important power customers are drawn.Combining public crisis management theory and government function theory,the current problems and deep-seated reasons of H District blackout emergency management at different stages are expounded.Then,the case analysis method is used to analyze the emergency response process of the "American Power Outage" and the large-scale blackout caused by the Guangzhou "Rainbow" typhoon,drawing on its advanced management experience.Finally,combined with the specific situation of H District,corresponding countermeasures and suggestions are proposed in terms of raising the level of risk control of large-scale blackout,improving the large-scale blackout emergency system construction,and improving the large-scale blackout emergency support capability.It has certain reference value for improving the level of emergency management of power crisis in H District and other similar areas.
