Research On The River Chief System From The Perspective Of Yuan Governance

The "River Chief System" is a water governance system initiated by local governments.It is based on the actual situation of the country,adapts to the requirements of the reform of the social governance system in the transition period,and makes up the fragmentation system with certain advantages such as clear responsibility,rigid assessment,and strong cooperation.The quality of the water environment has improved significantly,which has greatly advanced the process of water environment management in China.At the same time,it has promoted the reform of the governance system and the improvement of governance capabilities,and has become an important opportunity for governance transformation.However,the reform of the river chief system is not perfect.With the deepening of the practice,it also exposes some systemic malpractices and real dilemmas,which need further exploration and improvement.Especially in the context of the river chief system rising to the national level strategy and achieving global coverage,it is not only necessary to creatively improve the river chief system in specific practice,but also to theoretically make necessary arguments and guidelines for this reform.As a new development and new proposition of governance theory,"Meta-Governance" has the"National Center" thinking and the political ecology and basic national conditions of China,which can bring useful reference for the research.In this paper,the concepts and theories such as "River Chief System" and "Meta-Governance" are sorted out.On this basis,the relationship between the two dimensions in terms of cultural dimension,realistic demand and governance logic is briefly discussed.Combined with the concrete practice,summed up the development process,operation mechanism and innovation strategy of the river chief system,and affirmed its value and performance in the context of governance transformation.At the same time,from the perspective of meta-governance,it examines the relevant system design of the river chief system,and refers to the shortcomings in the emergence stage,such as the definition of government role,the design of long-term system,the application of governance mode,and the participation.And analyze the possible causes of the problem from the four levels:hierarchical governance,market governance,network governance and coordination of models.Finally,guided by the theoretical framework of meta-governance,the focus is on the re-engineering of government roles,the optimization of institutional rules,the introduction of governance subjects,and the coordination of governance models to explore the reference path for the reform and innovation of the river chief system.In view of the existing theoretical framework,in order to realize the long-term effectiveness of the river chief system,it is necessary to make further innovations and improvements on the basis of the original reforms.This requires the government to further define its role in water environment governance,focusing on the role of responsible bearers,system designers,and target coordinators,and to make the river chief system move toward a long-term direction around concrete practices.In this process,the reform should gradually break the dependence on the single governance model and the main body of governance.Taking the multi-participation as the starting point,and use information disclosure and information sharing are important ways to promote the depth of the governance bodies of non-governmental organizations,enterprises,citizens and other governance entities.Participate in the construction of a community of social governance that is everyone’s responsibility and everyone is responsible.More importantly,the reform of the river system requires the coordination and resonance of the model in the field of water governance from a higher level.Of course,this coordination is not easy to achieve,and even conflicts with China’s political ecology,but we cannot give up this attempt.The possible innovation of this paper lies in the analysis and exploration of the river chief system under the guidance of the meta-governance theory.The academic research has not yet produced relevant research results.Under the guidance of meta-governance theory,further examination of the river chief system can not only make a more comprehensive interpretation,but also provide a novel perspective for water governance research.And it is conducive to deepening the understanding of the meta-governance theory from the specific application level.
