Study On Coordinated Governance Of River Chief System

With the development of economy,the waste of energy resources and environmental pollution are becoming more and more serious.Facing the shortage of water resources,water ecological damage,water environmental pollution and other objective problems,it has brought great psychological panic to the public.However,there is no effective solution to the system problems such as fragmentation of river and lake management and protection,multi-dragon river management and multi-door administration.The emergence of the river-head system has fundamentally changed the existing supervision mode of the government or departments as a unitary subject.As a solution to the complex water problem in China,the river-head system has striven to achieve a diversified pattern of social governance,established a system platform for river and lake management and protection,enabled the party and government leaders to play a leading role in the river-head system,and achieved a good situation of river-head-led,multi-sectoral cooperation and public participation,which is conducive to all regions and ministries.We should better fulfill the responsibilities of management and protection of rivers and lakes and improve the performance of river and lake management and protection.Although the long river system has handed in extraordinary answers in many areas,it still has its own drawbacks such as imperfect system,the rule of man instead of the rule of law,the low rate of public participation and so on,and can not achieve efficient co-governance.However,any system has the brand of the times,shouldering its own historical mission.The comprehensive promotion of the river-length system is in line with the current situation of our country,is in line with the trend of history,at present,the effect of water environment control is still very significant.Based on the analysis of the current situation of river and Lake Management in China and the related theories at home and abroad,the paper introduces the emergence,development and expansion of river-length system in detail,analyzes the advantages of river-length system,and puts forward some system suggestions for the defects of river-length system in the concrete implementation process.The study is divided into six chapters to illustrate relevant contents.The first chapter is the introduction,mainly elaborating the background and significance of the topic,through the analysis of past research results,using a variety of analytical tools,to preliminary understanding of collaborative governance.The second chapter summarizes the relevant theories of river system coordinated governance.It includes river length system,collaborative governance,synergistic advantage theory and system theory.Through the understanding of the theory,the synergy advantage and the whole system of the river-length system are analyzed in depth,and the river-length system is further understood.The third chapter introduces the development of river-length system in China.Starting from the present situation and predicament of water environment management in China,the causes of river-lake environmental problems are analyzed,and the system reasons are analyzed in depth.The achievements and theoretical analysis of the implementation of river-length system in China are introduced.The fourth chapter digs deeply the problems existing in the standardization level and the mechanism level of the long-term system,and points out some problems existing in the long-term system.The fifth chapter puts forward some suggestions on how to improve the coordinated management of the river system from the conceptual level,the institutional level and the technical level.It is hoped that through continuous improvement,efficient collaboration will be achieved,and ultimately the safety of the water environment and the sustainable use of water resources.The purpose of this paper is to perfect the practical application of water environment co-governance in China and broaden the research field of water environment governance.Under the background of the overall implementation of river-length system in China,this paper has certain practical significance in solving the problems of water environment governance,improving the measures of water environment management,complementing social resources and effectively avoiding conflicts.
