Research On Methods To Guide The Public To Participate In The Renewal Of Beijing Historical And Cultural Districts

China has experienced rapid urbanization,and the focus of urban development represented by Beijing has gradually changed from incremental development to stock renewal.The existing historical and cultural districts in Beijing have a long history,rich heritage and outstanding values,but also have multiple stakeholders and complex practical contradictions.At present,the theoretical and practical research on the renewal of historical and cultural districts represented by Beijing is in the stage of combining top-down planning guidance with bottom-up community building.As one of the main users and direct beneficiaries of the value protection of China's historical and cultural blocks,residents' willingness and ability to participate directly reflect the development stage of China's public participation in the old city renewal.However,in the actual process of public participation,many problems have been exposed,such as the surface of public participation behavior,the insufficient motivation and sustainability of public participation,and the fragmentation of guiding public participation methods.In order to promote the public participation in historic blocks ability to promote substantive,with top design and planning guide ability of the government,planners and other roles,you need to planning center of gravity in space as the research object to the study of historical block of stakeholders,and actively explore can effectively realize the goal of stakeholders in view of the historic district renewal of multiple participation and collective decision-making.In this paper,based on the historic district renewal areas,according to current situation of public participation in theoretical research and the analysis of the problem,combined with outstanding achievements at home and abroad practice case studies and the author participate in is located in historical and cultural blocks such as Beijing north,west 4th dongsi nan update project in empirical research,to guide the public to participate in the historic district renewal mechanism design and guidance method.In the path design of guiding the public to participate in the renewal of historical blocks,the following four steps are put forward:Sorting out block resources;identifying stakeholders;building a public participation platform;four steps of targeted solutions.Then,according to different updating objectives,the visualization method,construction and guidance method and the public participation guidance and explanation under the digital method were carried out.Through the concise path design and the matching and application interpretation of targeted guidance methods,the practical projects being implemented are taken as the application demonstration,and the action guidance to a certain extent is provided for the practitioners concerned with the public participating in the implementation of urban renewal.
