During the protection of historic district in Beijing old city, there has been manyproblems. Such as Large-scale demolition, Residents relocation, business tourismdevelopment, etc. People very argue about the traditional model of ledding bygovernment and experts.With the development of internet and medium, the model of“public paticipation” has been taken seriously gradually. So Government successivelyput forward to “the planning of the public”,“planning into the community”, etc.“Public paticipation”has been planned as an important principle. However, the theoriesand practice of public participation is still a lack of clear understanding, specificmethods and deeper thinking.“Public participation” refers to the public through various legal ways to expressinterests, influence the social behavior of the public decision-making. With theparticipation, and collaboration of public welfare organization or individual, such ascitizens, social groups, non-governmental organizations. To balance stakeholderspluralistic demands, integrate useful social resources, promote public groups andgovernment departments work together.On the basis of the problem of Beijing old city historical districts, Combined withthe theory of “citizen participation”,“community participation”,“public participation”,and some practice case at home and abroad, This paper attempts to summed up “publicparticipation” approach to the conservation and development rules of Beijing old city.And puts forward to some specific and feasible suggestions.
