Research On The Renewal Strategy Of Old Residential Districts In Small Towns From The Perspective Of Public Participation

As a residential area between urban and rural areas,small towns are walking on the road of de ruralization and gradually entering the stage of urbanization.They connect urban and rural areas and play an important social role in the whole national economy and social production and life.As the basic social unit of towns,the construction and management of small town settlements affect the operation of the whole town.In the process of modernization,many old settlements are also facing the problem of sustainable development.Therefore,it is urgent to renew and transform the community.Under the background of the refinement of social governance in China,public participation has become an effective means of residential renewal,transformation and development,and plays an important role.The trend in many countries shows that public participation has become a global consensus to intervene in the means of residential renewal.However,due to the low level of public participation,low intensity of participation,unequal status of participants and low enthusiasm of participants in the practice of residential renewal and reconstruction in China,its practice often can not achieve constructive results,especially in small towns.Based on the above background,this paper first collects and classifies a series of basic theoretical data such as public participation,residential renewal and small town residential district at home and abroad,studies,analyzes and summarizes the current problems faced by small town residential district renewal in China and the feasibility and necessity of public participation means intervention,and constructs the implementation mechanism and framework of public participation residential district renewal in line with small towns on the basis of typical model research,It includes participation principles,participation methods,participants and participation paths.Secondly,through field investigation,questionnaire interview and other research methods,this paper combs the current characteristics of Chengguan town residential area in Ningshan County,excavates the commonness and individuality of the urban residential area,summarizes and extracts the current problems of the old urban residential area at the material space level and social governance level,as well as the planning vision and needs of residents.Then,taking Ziwu County residential area in Chengnan community of Chengguan town as the practice object,the public participation residential area renewal planning is carried out.The planning is divided into four stages to display the renewal and transformation process content of Ziwu County residential area from the participation content,participation form,participation subject and participation results,so as to achieve the unity of theory and practice.At the same time,the theoretical model of residential social governance is constructed,and the mechanism and framework of residential social governance are improved by building a platform,establishing subjects,formulating affairs and organizing activities.Finally,the evaluation system is constructed to evaluate the planning process and results in multiple directions.At the same time,the planning experience and the feasibility discussion of public participation in small town residential renewal are summarized.The reference content is given from the material space,social governance and the overall planning process,and the universal conclusion of public participation in small town residential renewal planning is drawn.Through this study,we hope to build a public participation mechanism and path in line with the renewal of old residential areas in small towns,explore how the traditional residential renewal mode led by the government "from top to bottom" can be transformed into a new mode of "top-down" and "bottom-up" combination of multi-party participation,stimulate the enthusiasm of residential residents to participate in social affairs,and encourage them to help residential areas achieve autonomy and sustainable development.
