Research On The Construction Of Jiangsu Green Channel Standard System

"Green development" is the core concept guiding the construction of ecological civilization and one of the four major measures to build a beautiful China.The transportation industry practices new ideas for the construction of ecological civilization and strengthens the construction of green transportation infrastructure.The waterway is an important infrastructure for water transport.As a major water transport province,Jiangsu Province should implement the green development concept and construct a green waterway in the construction of the waterway.This paper carries out research on Jiangsu green channel standard system to promote the standardization development of Jiangsu green channel construction.This paper analyzes the connotation,elements and characteristics of the green channel,and expounds the principles and methods of the system theory commonly used in the standard system and other standardization research and work.From the perspectives of resource conservation,environmental friendliness,ecological security,low carbon energy conservation,and monitoring management assessment,we will study the relevant standards of the issued waterway,find out the standards that conform to the green channel standard system,and analyze the aspects that have been involved or reflected in the existing standards.And what is not covered and needs to be covered in the standard system.Based on the connotation analysis of green channel and standardization theory,and using the system analysis method,the construction perspective of the green channel standard system framework is summarized.The three-dimensional framework of the Jiangsu Green Channel Standard System is established from the three dimensions of goal,profession and time.According to the three-dimensional framework structure,a hierarchical structure that facilitates the preparation of the standard system table is constructed further,including basic standards,energy conservation and emission reduction standards,resource utilization standards,eco-environmental standards,monitoring,assessment and regulatory standards,and related standards.The expert consultation and literature analysis methods are used to analyze the standard content of the green channel standard concentration layer by layer,and the Jiangsu Green Channel Standard System List and the Jiangsu Green Channel Standard System Statistical Table are compiled and improved.Based on the data of expert research,this paper applies the group decision feature root method and Bayesian discriminant theory to study and formulate the timing of each standard in the Jiangsu Green Channel Standard System,and puts forward strategies and suggestions for the organization and implementation of the standard system to guide the standardization of Jiangsu Green Channel.
