In recent years,with the overall development and deepening of the urbanization process,the population has expanded rapidly,space machinery has expanded,and various sudden and frequent natural and man-made disasters have made urban security issues increasingly prominent.The open and complex system of the city is facing Unknown risks have also become a potential threat to urban residents.As an important carrier for responding to emergencies,urban emergency shelters have been recognized and promoted by the government construction authorities,but there are still problems such as backward facilities,weak emergency information processing capabilities and immature construction regulations.In view of the above problems,this paper applies the smart city theory to the planning and design of urban emergency shelters,and explores the planning system and method suitable for emergency shelter construction in the context of smart cities.Firstly,the thesis analyzes the construction status of emergency shelters at home and abroad and the development of smart cities,and finds that the construction of smart emergency systems in smart cities is imperfect,and the necessity of building intelligent emergency shelters is proposed.Secondly,it analyzes the advanced concepts of smart cities and the application status of information technology,such as big data,cloud computing,and Internet of Things,and finds the feasibility of its application to emergency shelters.Thirdly,it sorts out the functions and facilities configuration of the emergency shelters,analyzes the physiological and psychological needs of the victims,and the characteristics of the evacuation actions,and proposes new positioning and functional changes of the intelligent emergency shelters.On the basis of the above research,combined with the top-level design of smart city,the design strategy and content of the smart emergency system are proposed first,then the planning and design technical structure of the intelligent emergency shelter and the specific design content of each level,as well as the design process and Construct an evaluation system framework and carry out detailed planning from three aspects: facility configuration,transportation and function.Finally,the design of the park green space emergency shelter in the waterfront space of the Weihe River in Xi'an is taken as an example.The paper adds the construction idea of urban public safety part to the construction of smart city,perfects the technical framework of the smart emergency system,and provides new ideas for the design and construction of intelligent emergency shelter.
