Floods are one of the most frequent natural disasters in China,causing huge casualties and economic losses.With the increase in extreme precipitation caused by global warming and the overall northward trend of China’s precipitation line,northern cities are facing increasingly severe flood control situations.As a new way of urban development,smart cities provide a new direction for flood control emergency management.H County,as a typical northern city and a pilot county level smart city construction in Shanxi Province,has certain significance in studying the optimization of intelligent flood control emergency management from both the perspective of flood control emergency management optimization and smart city construction.This study is based on the entire emergency management process,dividing H County’s emergency management process into four stages:flood control emergency command,flood control forecasting and warning,flood control emergency response,and post-flood recovery and reconstruction.Combining with the theory of public crisis collaborative governance,this study forms a theoretical analysis framework at three levels of diversified governance subjects,diversified governance methods,and flat organizational structure.It deeply analyzes the factors that affect the effectiveness of H County’s flood control emergency management operation from the perspective of smart city and puts forward corresponding optimization strategies.This research takes the actual operation of the emergency system in the "10.5" Shanxi rainstorm event as an example,and analyzes the current situation of intelligent flood control and emergency management in H County through literature and data research.Based on the theoretical analysis framework and the analysis of interview data between flood control workers and disaster-affected people in H County,this paper summarizes the three main problems of intelligent flood control and emergency management in H County:(1)The participation of the masses in flood control and emergency management is weak.(2)The construction of intelligent emergency system functions is not perfect.(3)The existing intelligent emergency system is not well coordinated.The reasons for these problems are as follows:(1)The social coordination mechanism of flood control and emergency management needs to be improved.(2)The guarantee for the construction of intelligent flood control and emergency management system is insufficient.(3)The imbalance of intelligent construction restricts the linkage ability of departments.To solve these problems,combined with advanced domestic and foreign experience in flood control and emergency management,we should improve the social coordination mechanism of flood control and emergency management,strengthen the guarantee for intelligent flood control and emergency management construction,accelerate the construction of integrated platform for flood control and intelligent emergency.The possible innovation of this study lies in the application of the smart city concept to the specific field of flood control and emergency management research,providing a more efficient management method for flood control and emergency management work.Based on the perspective of collaborative governance,this paper combs the current situation of emergency management system of H County’s rainstorm and flood disasters,analyzes its shortcomings and puts forward suggestions,which provides a reference value for the construction of intelligent flood control and emergency management system in other cities in China,especially in northern cities.The shortcomings of this study are that the precipitation,geography,production industry and other conditions of the case city are only typical ones,which cannot cover all important issues of local flood control and emergency management system in China.Therefore,the research on emergency management system of other cities may have limited reference significance.
