The Hanjiang River is the largest tributary of the Yangtze River,and it’s also a natural gold channel of Hubei province.It plays an important role in the economic development of Hubei.In recent years,with the opening up of a strong transportation in Hubei Province,《The Yangtze River Economic Belt Multimodal Transport Development Plan》,《The Hanjiang Ecological Economic Belt Development Plan》and other major strategies were implemented.Hanjiang shipping ushered in the golden period of development.The economic development of Hubei province also put forward higher requirements for the development of the Hanjiang River shipping.It is particularly important to formulate "adaptive" Hanjiang shipping development strategy.The development stage of Hanjiang River is unknown,and its adaptability to economic development in Hubei is not clear.Under this background,the relationship between Hanjiang shipping and Hubei economic development is clarifying,and the adaptation degree of them is studied,and relevant countermeasures and suggestions are put forward,which can indicate the direction for further development of Hanjiang shipping.Based on the relationship between Hanjiang River shipping and Hubei economic development,this thesis defines the adaptability of Hanjiang shipping and Hubei’s economic development as "Coordination and cooperation among the various elements within the shipping system of Hanjiang River,and meets the requirements of green shipping and sustainable development.At the same time,the external system matches the development stage and level of Hubei’s economy in terms of scale,supply and demand,and development level." From the "two levels and four aspects" to understand the connotation of adaptability and select the adaptive evaluation index,from the four aspects of resource allocation,green shipping,coordinated development,supply and demand matching,the resource allocation efficiency model is built based on super efficiency DEA-Tobit,the green shipping model based on the fuzzy comprehensive evaluation method,the coordinated development degree model based on the synergy theory,and the non equilibrium theory.The model of supply and demand matching is summed up,and the "four aspects" are summed up as two levels of internal development and external adaptability.The comprehensive adaptability is calculated by entropy weight method and linear weighting method,and the adaptive evaluation grade is determined by the principle of maximum membership in fuzzy mathematics.The results show that the internal development level of the Hanjiang navigation system is relatively high,but there is still a big gap in the level of external adaptability.It is necessary to take relevant measures to further develop the superiority of the internal development level and improve the external adaptability level of the system.Finally,aiming at the problem of low adaptability of Hanjiang shipping and Hubei economic development,through TOWS analysis of adaptability level in 2017,we put forward countermeasures and suggestions from various angles and various aspects to further improve the adaptability of the two system.This thesis analyzes the adaptability theory of Hanjiang shipping and Hubei economic development,establishes the train of thought of adaptability research,selects the evaluation index and constructs the evaluation model in various ways,puts forward some countermeasures and suggestions to promote the adaptability of Hanjiang shipping and Hubei economic development,points out the direction for further development of Hanjiang shipping.The conclusions can provide reference and decision to make decision for Hubei Provincial Port Aviation Bureau,local Port Aviation Bureau and policy formulation department.
