With the development of social economy, the airport is increasingly significant to the promotion of regional competitiveness, and the role of play make the airport gradually become the "bottleneck" of social and economic development. At the same time, because of the restriction of the general social resources, the excessive development of civil airport will bring about two questions: one is that the civil airport is not full used resulting in waste of resources; two is resulting in "crowd out" effect on the development of other economy department and inhibiting the development of them. Civil airports have characteristics of business and public welfare, and private investors generally consider the former, which can't reach the best level of demand of the society, so most of airports in the world are provided by the government, then problems such as regional distribution, construction time and investment scale are the complicated huge system engineering for government. For the main problems existing in the research and practice of airport construction scale, and taking complex system theory, transportation economics theory, comparative study as the guiding ideology, this paper studies theory and evaluation method to the airport construction scale adapting to the social and economic development.This paper summarizes studies on the relationship between civil airport and social-economic development, compares and analysis the problem of airport construction in our country. Airports are analyzed as urban facilities, which have the characteristic of public investment, and the characteristic of quasi-public products and the characteristic of engineering project.The concept of airport construction scale economy adaptability is put forward, and the airport-economic compound system is built, the concept and the connotation of demand and supply of the airport are cleared and deepened, and best condition for the airport construction scale to adapt itselves to social economy is analyzed,and which connotation, features and evolution track are explained from the perspective of system science, economics and integrated transport.In order to analyze the airport market maturity, stages of development and development potential as the starting point, use PNN neural network method to classify the target airport,through the matlab program, the 46 national airports are divided into four types: mature period, grow up period, rapid growth period and overbuilding period, the result lay the foundation for improving reliability evaluation of airport construction scale and economic adaptability of it.This paper builds an index system of gravity at the airport, and determines the boundary airport-economic system by using the breaking point theory, a weighted Voronoi diagram and the entropy weight method. Existing forecast methods of airport demand are summarized and evaluated, and then causes and countermeasures about prediction deviation are put forward. With the function of capital supply and demand satisfaction situation, the economic adaptability of airport construction scale optimization model is constructed from the perspective of investors and consumers, and Beijing airport as a case is analyzed by using matlab and step search method to solve, and the result is relatively reasonable, which has a certain practical and exploratory.Now, researches on the airport construction scale adapted to the economic are very few,and lack of a unified, standardized evaluation standard. In this case, this paper refining creatively among the method of cross direction, research achievements and advice from experts in this field, and puts forward quantitative standard which contains satisfaction rate of passenger transport demand, supply efficiency, business efficiency, and the corresponding index calculation formulas are also put forward. Comparative evaluation about economy adaptability of the airport construction scale evaluation is studied by using the theory of fuzzy matter-element evaluation model and evaluation of lattice order decision making model, and results show that the two methods can achieve the evaluation in the absence of evaluation standard. According to the evaluation results, Chengdu shuangliu airport,Shanghai airport, Guangzhou Baiyun airport and Beijing airport were analyzed in each index project. Finally, corresponding suggestions are discussed aiming at promoting economic adaptability of airport construction scale, and which provide decision support for the airport planning and construction.
