Problems such as energy shortage and energy security have seriously threatened international economic and political aspects,and the development of alternative energy sources to reduce dependence on traditional energy sources has become a trend in energy use.As one of the pillars of the national economy of many countries in the world today,the automobile industry has always relied on traditional energy sources for development,driving related industrial chains and economic development.However,it also brought about a series of problems such as excessive consumption of fossil energy,serious emissions of carbon dioxide and other pollutants,pollution of the atmospheric environment and climate warming,which seriously threatened the sustainable development of the economy and society.Under this circumstance,various countries have developed new energy vehicles to replace traditional vehicles,and promoted the transformation of the automobile industry to achieve the goal of energy saving and emission reduction.Japan is not only a powerful automobile production country and a major automobile consumer,but also a country that is at the forefront of the world in the field of new energy vehicles and is in a leading position.The development of Japan's new energy automobile industry is inseparable from the government's policy support,and its policy support has played a positive role in the development of Japan's new energy automobile industry and the improvement of international competitiveness.Therefore,it is necessary to study the Japanese new energy vehicle industry support policy,analyze its experience,and get some enlightenment.This article analyzes the related concepts of new energy vehicle industry support policies,the classification standards and types of new energy vehicle industry support policies,the function of new energy vehicle industry support policies,and other general issues.Based on the analysis of sustainable development theory,market failure theory,Product life cycle theory is used as a support to build its analysis framework.First,it examines the evolution of Japan's new energy vehicle industry support policy and divides the evolution of Japan's new energy vehicle industry support policy into an exploration stage,a construction stage,and a perfection stage.Secondly,it analyzes the content of Japan's new energy vehicle support policy in the three links of R & D,market popularization and consumption.Once again,the characteristics,effects and problems of the Japanese new energy vehicle industry support policy were studied.The effects of the Japanese new energy vehicle industry support policy include strengthening the technological breakthrough capabilities of new energy vehicles,increasing the market share of newenergy vehicles,and assisting in carbon dioxide,etc.The characteristics of emission reduction are reflected in the three aspects of the law first,supporting industrial technology research and development,and supporting the dynamic adjustment of policies.There are problems such as a simple tax preferential policy structure and insufficient financial subsidies for infrastructure.The last part is the experience of Japan's new energy vehicle industry support policy and its enlightenment to China.Japanese new energy vehicle industry supports policies and laws first,attaches great importance to technology research and development,and has obvious supporting policies.Chinese experience should improve relevant laws and regulations,strengthen relevant support for new energy vehicle infrastructure,and further optimize the objectives and scope of financial subsidies.Expand fiscal-based support means to shift to multiple support means such as financial support.
