Under the stimulus of strong financial subsidies,China's new energy vehicle market has achieved explosive growth.However,current financial subsidy policy of China's new energy vehicles has also exposed many deficiencies.Current government faces the realistic problem of proving current subsidy policy,which are all of great importance to complete the smooth transition of new energy vehicle industry from"policy-driven" to "market-driven".In order to solve the realistic problem of the current government,and supplement the existing literature,this paper builds mathematical models and use numerical simulation methods to analysis market conditions,the number of subsidies,and subsidy threshold of financial subsidies for new energy vehicles.According to relevant conclusions,this paper provides advice for financial subsidies of new energy vehicles in China.The main research contents and conclusions of this paper are as follows:Firstly,based on the present situation of new energy vehicle market and financial subsidy policy,this paper summarizes the main characteristics of new energy vehicles subsidy policy at home and abroad.The research results show that the global new energy vehicles market develops rapidly in 2011-2017 and gradually forms the four major markets centered on China,Europe,the United States and Japan.Financial subsidy has become the main measure to promote the development of new energy vehicle market in the world.In addition,this paper found that promoting the threshold of subsidies and tightening amounts of subsidies has become adjustment direction of China's financial subsidy policy of new energy vehicles through the analysis of the current situation and problems of China's new energy vehicle subsidies.Secondly,the market conditions and threshold of fiscal subsidy policy for new energy vehicles have been analyzed in detail.Based on the conclusions of constructed mathematical models and numerical simulation analysis,this paper argues that the government should provide subsidies to new energy vehicles industry under the condition that consumer preference is less than a certain degree.At the same time,government subsidies threshold also should be greater than the green degree level of new energy vehicles under the condition of completely marketization and adjusted with the change of market conditions.Thirdly,the amount of financial subsidy has been discussed.Currently,China's central government provides fixed subsidies to new energy vehicles consumers while local governments provide matching subsidies and making the ceiling of subsidies ratio according to prices of new energy vehicles.This paper considered the cost of new energy vehicles,charging pile construction situation,the initial consumer utility,central government subsidies,local government subsidies and other factors that influence the popularization of new energy vehicles,and further built optimal subsidy policy model.According to the model and numerical simulation analysis,this paper found that:for consumers with different levels of utility,the ceiling of subsidies ration according to prices and the proportions of matching subsidies take different effects on different consumers;The government subsidy policy will have a positive impact on the promotion of new energy vehicles only if it is less than or equal to the proportion of its optimal matching proportion or the ceiling of subsidy ratio according to prices.
