with the further development of "Belt and Road" construction and the continuous improvement of urbanization level,the scale of construction workers in China is also constantly improving.However,due to the existence of household registration system and urban-rural dual social structure,most of the construction workers from rural to urban areas in China still belong to rural hukou.At this stage,most construction workers are in the stage of transitional urbanization,although they live,work and live in the city,they can not obtain the identity and rights of urban residents,nor can they enjoy public goods on an equal basis with urban residents.In addition,construction workers themselves,as social amblyopia groups,often face work arrears on the labour demand side behavior,and the resulting news reports are common.The introduction of real name system for construction workers provides a new way to solve the problem of "difficult to pay" and "difficult to manage" for construction workers.Since 2018,Inner Mongolia Autonomous Region has implemented the real name system management of construction workers,which has played an important and positive role in supervising the wage payment of construction enterprises and the stable construction order.However,in the actualimplementation of real-name management process by the construction workers and enterprises,resulting in its role can not be fully played.Based on the new theory of public service,the paper analyzes the existing problems and causes,and puts forward some countermeasures to solve the problem.In order to promote the real-name management of construction workers in Inner Mongolia Autonomous Region advance to provide reference and reference.
