With the continuous development of urbanization in China,a large number of migrant workers swarm into cities,and they have contributed a lot to the construction and development of cities.In the process of migrant workers in the construction industry working in cities,the problem of wage arrears has seriously affected the stability and development of China's social undertakings.T county in recent years,N autonomous region due to the construction industry for a long time the market order management chaos,insufficient construction funds on the source,management measures such as rigid enough reasons for back pay system,the problem of wage arrears for migrant rural workers,cure repeatedly appeared off year after year,year after year owe chaos,the serious influence the reform and development of construction industry.In this paper,by using questionnaire and interview survey two ways for unpaid wages for rural migrant workers T N autonomous region county construction industry problem investigation,questionnaire including the basic structure characteristics of the migrant workers,wage arrears amount,frequency,time,sign labor contract situation,understand the laws and regulations,wages and unpaid wages for rural migrant workers units,default reasons,instigating unpaid;The survey includes the types of wage arrears of migrant workers,the characteristics of petitioning,and the means of solving wage arrears of migrant workers by the government.Second,to carry on the descriptive statistical analysis,the survey data and using Kappa coefficient and Cronbach 's alpha reliability measurement method,the measurement of the reliability coefficient,finally,the results of the survey analysis T N autonomous region county construction industry unpaid wages for rural migrant workers and salary payments because the project funds to inadequate preparation,project project payment separate accounting management system implementation does not reach the designated position,illegal subcontracting subcontract general,subcontract,mat endowment construction engineering contractors' credit loss is serious,the unpaid wages as a means of retention,the employer intends to default,audit time unlimited extension of the eight reasons.Therefore,in order to solve the above problems,and puts forward corresponding countermeasures and Suggestions: one is to strengthen the construction of enterprise internal management,the establishment of a construction enterprise pay migrant wages constraints and security mechanism,to implement separate accounting management system,and constantly strengthen labor wages and project payment management system,full implementation of rural migrant workers the system management;Second,the government should strengthen supervision,optimize the project fund allocation process,establish long-term working mechanism and supervision mechanism,improve the construction industry access standards,and establish the industry credit evaluation system;Third,we should strengthen the source control of wage payment,strengthen the examination and approval and management of construction projects,strengthen the supervision of construction project funds,and carry out the reform of employment mode in the construction industry.Four is to resolutely fight back pay,to crack down on illegal subcontracting the subcontract and improve the problems such as wage protection legal system,increase punishment for default behavior,raise the cost of illegal non-payment of wages,five is to improve migrant workers unpaid ability,raise their consciousness of law,to participate in the rights of education and training,so can effectively solve the problem of unpaid wages for farmer.
