In 2008,China began to implement the “Law of the People ’s Republic of China on Urban and Rural Planning”.Since then,rural planning has been an important part of China ’s urban and rural planning system,and has played an active role in improving the rural living environment,improving rural infrastructure,and developing rural industries.However,due to the lack of villager participation,the traditional “top-down” elite rural planning has not been effectively used.The prepared rural planning often breaks away from rural reality,resulting in “rural construction urbanization”,lack of rural characteristics,and internal Problems such as lack of vitality.Today,in the context of the people-centered development concept,the status of villagers’ subjectivity in rural planning and construction has been recognized by all aspects of society.At the same time,"village participation" in urban and rural planning has also received more attention.The direction of "upward" changes.This article mainly studies the characteristics,current situation and strategies of villagers’ subjectivity in rural planning with three levels and six chapters of "problem theory discussion → field investigation and research → comprehensive analysis and summary".On the basis of clarifying the research background,purpose,and significance,this article first analyzes the relevant concepts of village,village planning,villagers and farmers,public participation and villager participation,and villagers’ subjectivity in the domestic and foreign literature,and summarizes the domestic and foreign research trends,then puts forward the research content and framework of this article.Using the method of historical traceability,it analyzes the historical development context of villagers’ subjectivity during China ’s natural development from ancient villages to modern rural planning and construction,and smarizes the characteristics of villagers’ subjectivity in rural planning.Then,Taking the northern Jiangsu village as an example,through field surveys,the questionnaire survey and interviews were conducted to investigate the villagers’ subjectivity in the rural planning of the selected villages.The results show that the villagers’ subjectivity in the existing village planning is not fully utilized,which is manifested in the lack of subjective awareness of the villagers,the poor way to participate in rural public affairs,and in the aspects of decision-making supervision and dislocation in rural public affairs.Further analysis found that the influencing factors that affect the development of villagers’ subjectivity in rural planning include: villager quality,villager participation awareness and participation ability,village governance ability,village committee work ability,government behavior,rural planning designers,etc.Finally,combined with the survey results of sample villages,on the basis of analyzing the actual situation of China’s rural organizational structure,economic resources and population quality,it puts forward the principles,methods and specific measures of rural planning with villagers as the main subject.There are 70 figures,17 tables and 102 references in this paper.
