Basic Concept Of Smart Energy Town And Modeling Of Related Stakeholders’ Relationship

With the rise of the concept and practical application of smart city and smart energy system,the smart energy town project,has developed rapidly worldwide in recent years.However,at present,smart energy towns are facing huge obstacles in concept elaboration and practical application.Currently the concept of "smart energy town" is not clear,leading to unclear development goals and driving forces.At the same time,in the process of project practice in many countries,the disjointed and conflicting interests of various stakeholders involved in the project are prominent,and the project encountered great resistance at the early stage.Therefore,this paper studies the concept of China’s smart energy town that is suitable for China’s national conditions and in line with China’s urbanization characteristics,and further obtains suggestions on how to coordinate the relationship between multiple stakeholders in China’s smart energy town project through the stakeholder analysis method.Firstly,based on literature review and systematic analysis,this paper studies the concept connotation and extension of smart energy town,elaborates the definition,development goal and driving force of smart energy town in China,and summarizes the main obstacles in combination with the development status of practical projects.Next,aiming at the main obstacles,this paper constructs an analytical framework combining the value flow network method and theoretical verification to promote the stakeholder analysis of China’s smart energy town project and Energy Internet demonstration,and applies this analytical framework on case analysis to further optimize stakeholder relationship.Finally,based on the concept discrimination and stakeholder analysis results of China’s smart energy town,this paper puts forward the conclusions and relevant policy recommendations.Based on research,concept of "China’s Smart Energy Town" can be defined as "a city or town that constructs smart energy system in optimizing the structure of the urban energy and contributes to China’s economic growth and environmental protection".China’s smart energy towns have multiple goals including supporting for economic development and urban sustainable development,realizing the optimization of energy structure,with multiple driving forces including a central government policy,international cooperation and promotion,city of spontaneity and corporate behavior.The concept of smart energy town put forward a new angle to solve the problem of smart energy town related projects.Based on stakeholder analysis of a typical case study in southwest China,some Suggestions are put forward,including establishing and improving the effective communication mechanism between the government and other stakeholders,clarifying the responsibility subjects in the early stage of the demonstration project,simplifying the administrative structure of the project subjects,etc.
