Research On Operation Management Of Tianjin Secondary Water Supply Based On Multi-dimensional Collaborative Management

Secondary water supply as the only way for high-rise residents to use water has gradually become an indispensable component of their lives.The urban secondary water supply system is a people’s livelihood project with public welfare characteristics and an important area for people’s quality of life.Since the reform and opening up,people’s yearning for a better life has become stronger and stronger,and the water quality requirements for secondary water supply have also increased year by year.As an extremely water-deficient city in Tianjin,urban water supply needs to rely on external water supply.How to improve the operation and management level of secondary water supply in Tianjin,to ensure the safety and reliability of secondary water supply,and to improve the satisfaction and happiness index of urban residents is of great practical significance.Based on the study of a large number of literatures,this thesis creatively applies the research results of collaborative governance in the process of Tianjin secondary water supply operation management.Through the investigation and analysis of the operation and management of secondary water supply in Tianjin,this thesis proposes two factors that affect the operational management level: water quality safety,facility and equipment safety,and discusses and analyzes the problems in the management of these two aspects.In order to solve the current situation and rationalize the operation management of the secondary water supply in Tianjin,this thesis builds a multi-dimensional collaborative governance framework model for the secondary water supply operation management in Tianjin.And the thesis puts forward the difficulties that the model application needs to overcome from the aspects of the utility of multi-dimensional collaborative governance,the shaping of network system and the establishment of synergy mechanism.Finally,this thesis explores the perspectives of multi-dimensional collaborative governance from government organizations,enterprise organizations,non-governmental organizations and citizen organizations,and proposes a concrete implementation path for the multi-dimensional collaborative governance framework model.I hope that the research results of this thesis can play a role in improving the management level of secondary water supply operations,effectively ensuring the safety of secondary water supply,and improving the quality of life of residents’ secondary water supply.At the same time,I hope that the conclusions of this thesis can be used as reference for relevant industries and departments.
