Under the background of the Transit Metropolis,the government strongly advocates the development of urban public transport,implements the sustainable development strategy of public transport priority,clarifies the financial subsidy mechanism of public transport,and promotes the rapid development of public transport industry.There are many differences between each of the bus lines that make up the city's conventional bus network,resulting in different subsidies required.This paper takes conventional bus lines as the subsidy research object.Combined with the demand of the Transit Metropolis,this paper studies the subsidy calculation and effect evaluation method of bus routes.These provides theoretical basis for the government to design reasonable subsidy method of bus routes.The paper analyzes the deficiencies of the existing methods of calculating bus line subsidies,such as the cost regulation subsidies,the policy loss subsidies and the incentive subsidies.The corresponding improvement ideas are put forward.Combined with the evaluation method of the Transit Metropolis,the subsidy mechanism of bus route is designed based on the evaluation results.Under the background of the Transit Metropolis,the selection process of the bus line subsidy calculation method is formulated,and the effect evaluation method after subsidy is clarified.On the basis of analyzing the existing methods of bus line subsidy,the cost regulation subsidy and policy loss subsidy are integrated.Based on the smart bus management platform,the calibration method of optimizing the standard cost of buses is introduced.The improved standard cost is introduced into the traditional policy loss subsidy calculation model,and the latest bus fuel subsidy policy is considered to improve the traditional model.According to the requirements of the Transit Metropolis,a method for evaluating the effectiveness of policy loss subsidies is designed to ensure the efficient use of bus subsidies.In view of the shortcomings of the incentive subsidy method,the bus service level determined based on the evaluation index of the Transit Metropolis is introduced.Considering the public welfare and marketability of public transport,with the goal of maximizing expected benefits of passengers and maximizing expected benefits of enterprises,with the length of the amount of bus subsidy,the rate of bus travel sharing and the level of bus service,the dual-objective incentive subsidy model can be got.The multi-objective grey wolf optimizer with strong local optimization ability is used to solve the model.And an optimal solution selection method for non-inferior solution set is designed.Combined with the demand of the Transit Metropolis and the incentive model,the evaluation method of incentive subsidy effect is designed to ensure the enthusiasm of enterprises to improve the level of bus service.S city,which has completed the task of establishing the Transit Metropolis,and C city,which has not yet met the requirements of the Transit Metropolis,are taken as examples for example analysis.Among them,The example of S city has proved the feasibility of policy-based loss subsidy method.The example of C city proves the effectiveness of the calculation model and algorithm of incentive subsidy,and the effect is evaluated based on the three assumptions after the subsidy.The research provides theoretical support for the calculation of urban bus subsidy in the Transit Metropolis.It provides feasible method to evaluate the effect and quality of bus subsidy and a reference for the government to improve the policy of bus subsidy.
