Reservoir is an important engineering measure to regulate the spatial and temporal distribution of water resources,which playes an important role in flood control,irrigation,power generation,aquaculture,etc.When seeing the reservoir brings great benefits to people's lives,we must also pay attention to the important hidden risks it brings to people's lives and property.Once the reservoir has problems,it can easily lead to malignant incidents of death or injury.Reservoir safety is the top priority,and small reservoir safety is the key.Small reservoirs,which account for 95.2% of the total number of reservoirs,are numerous,widespread,severe aging of facilities and equipment,and inadequate management systems.They are the major hidden safety risks in flood season.Therefore,it is necessary to focus on the analysis of the safe operation capacity of small reservoirs,establish and improve the operation guarantee mechanism,which can ensure the safety of the reservoir to the greatest extent in flood season.So that people can enjoy the great benefits brought by small reservoirs while reducing their operation risks of loss of life and property.Based on the rainstorm carrying capacity of small reservoirs and combining hydrological,geological,and meteorological conditions in Liaoning Province,this paper systematically built a rainstorm carrying capacity model of Liaoning Province,and applied it.And then,it analyzed the safe operating status of small reservoirs in Liaoning basing on fully investigated,and a safe operation guarantee mechanism for small reservoirs in Liaoning Province was proposed,which provided a decision basis for the safe operation of small reservoirs in Liaoning Province.It mainly studied the following aspects:(1)Theoretical method of rainstorm carrying capacity model of small reservoirs in Liaoning Province.This paper started from the concept of rainstorm carrying capacity of small reservoirs,and analyzed the method of constructing a rainstorm carrying capacity model of small reservoirs based on the division of small reservoirs,the correlation between rainfall and runoff,and the depth of runoff that the reservoir can withstand at present.The small reservoirs in Liaoning were studied according to their subareas,which based on the different characteristics of the basin.According to the characteristics of the basins in each subarea,the calculation method of the rainfall-runoff correlation in each subarea of the small reservoir was determined.Then,the total runoff depth of the small reservoir was calculated according to the basin runoff depth calculation method.Based on the correlation between the total runoff depth and rainfall runoff of small reservoirs in each subarea,the rainstorm carrying capacity was determined.And then,the early warning of reservoirs was established,basing on the correlation between the rainstorm carrying capacity and rainfall meteorological forecast.(2)Construction and application of rainstorm carrying capacity model of small reservoirs in Liaoning Province.Based on the theory and method of rainstrom carrying capacity analysis model of small reservoirs,small reservoirs with typical heavy rainfall process were selected as samples,and the data of rainfall,storage capacity and soil moisture content in provincial flood control platforms were collected to simulate the rainstorm carrying capacity model of small reservoirs.Through model simulation and optimized parameter adjustment,the value of each parameter was determined.The model was complete and the accuracy was verified.Then,the model was used to calculate the rainstorm carrying capacity for the forecast of heavy rainfall in the future,and a model warning was issued.(3)Construction of operation guarantee mechanism for small reservoirs in Liaoning Province.This paper analyzed the issues in the operation and management of small reservoirs in Liaoning Province,based on a comprehensive survey of the operating status of small reservoirs.Started from the safe operation of small reservoirs such as rainstorm carrying capacity,reservoir engineering,and reservoir management,the causes of the issues were analyzed.The analysis and early warning system of the rainstorm carrying capacity of small reservoirs was established and improved,then the operation guarantee mechanismit was constructed,in order to improve the safe operation of small reservoirs.
