Cadres are the "key minority" for the development of a public institution.The contingent of cadres is not only the core force of the development of a public institution,but also the embodiment of the image and credibility of it.Therefore,the training,allocation and management of the cadre team is not only a vital work related to the development of a institution,but also an important part of the cadre team building.In his report to the 19th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that we must build a contingent of high qualified and professional cadres,and ensure that the standards of good cadres,who are convinced,people-serving,diligent and pragmatic,responsible and disinterested,which put forward the request and pointed out the direction of the way of the cadre team building for a public institution.The outline for the construction of a powerful country in transportation specifies the key task of building a contingent of high-quality and professional traffic cadres,and puts forward the general requirements of "five one stream" as the goal,and makes every effort to be the pacesetter and model of the construction of a transportation power.Among them,the construction of high-quality cadre team is an indispensable part of the goal of "building a first-class maritime team".As a branch of the maritime system,although the overall number of senior cadres is not large,the x Maritime Affairs Bureau has also taken some measures in the process of building the cadre team,for example,the selection and appointment of section-level leading cadres,the strengthening of the cadre team,the training of section-level leading cadres,the improvement of their overall quality,and the democratic evaluation of section-level leading cadres are carried out within the range of the number of vacant posts.However,there still exist such problems as the total number of leading cadres at section level cannot meet the needs of the development of maritime undertakings,the shortage of high-level,comprehensive and expert cadres,the unsound incentive mechanism for cadre training,and the single way and method of cadre assessment and so on.At present,the construction of the cadre ranks is at a stage that requires great attention and great efforts to improve and advance.We must deeply realize the importance and urgency of doing well the construction of the cadre team,it is necessary to solve the problems specifically in the process of building the contingent of cadres.This paper adopts the method of combining questionnaire with field investigation.Through.the contents of five chapters,it analyzes the problems existing in the process of constructing the cadre team of x Maritime Bureau and the causes of them,and put forward the corresponding solutions.The first chapter puts forward the research background,research significance,research status at home and abroad,research ideas and research methods.The second chapter mainly introduces the related concepts and theoretical basis.The third chapter analyzes the problems and the causes of the problems in the process of the construction of the cadre team of the x maritime safety administration,combining the questionnaire and the field investigation,a total of four outstanding problems have been found,which are that the staff can not meet the needs of the actual work,the "ceiling" for the promotion of cadres' posts is prominent,the overall quality of the cadre team is not high,and the vitality of the cadre team is not strong.The Fourth Chapter introduces the relevant experience of cadre training and cadre incentive assessment in the construction of cadre team in other regions of China and abroad,and draws lessons from it.Aiming at the problems found in the course of the research and combineing the experience of foreign countries and other regions in China,the fifth chapter puts forward some concrete countermeasures from the following four aspects:maintaining the sustainable development of cadres,optimizing the procedure of selecting and appointing cadres,enhancing the comprehensive quality of cadres,and improving the incentive mechanism of cadres.
