Built in 1919,Shougang Park is located on the riverside of the Yongding River in the west of Beijing.The centurial vicissitudes have recorded the history of steel serving and powering the nation.In order to support Beijing to host the 2008 Olympic Games and build an international metropolis,and to respond to the strategy of coordinated development of Beijing-Tianjin-Hebei integration,the relocation and structural upgrading plan of Shougang was approved by the State Council in 2005,in which it was brought up that Shougang's steel industry would be moved to Caofeidian and a steel company would be built with internationally advanced level.As a result of that,an old industrial park of 8.63 square kilometers was left on Beijing's West Chang'an Street.How to improve the design quality of the industrial relics reconstruction in Shougang Park,which will not only maintain the old style but also realize the reconstruction function of the buildings,is the research focus of this article.The Shougang West Ten Winter Olympic Plaza project is located at the northwest corner of Shougang Park.It is listed by the National Development and Reform Commission as the first batch of pilot projects about relocation and reconstruction of the old industrial zones in the whole country,and it is also the prestige project of Shougang industrial relics reconstruction.This paper starts with the statistical classification of all recordable design quality problems about the reconstruction of Shougang Industrial Park from 2014 to 2018,and identifies 6 kinds of design quality problems which are common in the reconstruction of old industrial relics summarized as Statistical Table of Design Quality Problems.Based on that,6experts in building industry were organized together.They used expert survey method and brainstorm method to identify the major design quality problems and potential hazards in the reconstruction design of industrial relics,and adopted the case analysis method of design quality problems so that the five typical design problem cases in the process of industrial relics reconstruction were carefully analyzed,and after that the reasons and laws for the design quality were summarized to form Statistical Table of Trigger Conditions for the Design Quality of Industrial Relics Reconstruction in Shougang Park.In this paper,three quality management methods,i.e.hierarchy analytic method,quality decision-making method,and fishbone diagram method,are also analyzed and compared.Combining the characteristics of the industrial relics in Shougang Park,it brings up a quality management model for the reconstruction and design: in the preparation stage,a variety of design schemes are compared through an analytic hierarchy process,and the optimum design scheme is selected;in the design stage,the quality management scheme combining quality decision-making,PDCA method and fishbone diagram is used and form finally the Countermeasures Table through the cost comparison of preliminary design technical scheme and the analysis of the causes of design quality problems.Finally,taking the West 10 th Winter Olympics project of Shougang Industrial Park as an example,the preliminary study of the design quality management model of industrial heritage reconstruction of Shougang Industrial Park was applied in the whole design process of the project,which effectively improved the design quality of the project,the model is proved to be feasible and a reasonable design quality management system,which can be used for reference for other project design management in Shougang Park.
