Due to the inevitability and high impact of natural disasters like typhoon and earthquake,it's hard to prevent large scale blackouts.Therefore,research on emergency response of power gird after disasters is of great significance.To mitigate the load loss of electric users after disasters,there are two main measures to do.On the one hand,rapid repair of damaged grid like electric wires and transformers should be applied,on the other hand,emergency power supply should be proposed to electric users suffering power outage in repair phase.This paper depicts emergency response on both emergency power supply and rapid repair.In the perspective of emergency power supply,previous studies on emergency power supply to critical loads(CLs),optimal scheduling of mobile emergency generator(MEG)was involved but the shortage of fuel supply caused by long term outage was not considered.This paper proposes a two-stage Mobile Emergency Generator and Fuel Supply Problem to ensure emergency power supply of CLs.The problem is formulated as a hybrid model of assignment problem and multi-depot vehicle routing problem.CLs are divided into two groups based on whether they have standby generators.Nonlinearity of the formulation is mainly eliminated through Big M method.The minimum value of load loss and cost is obtained.Comparison of MEGFSP and Clustered Model for MEG supply underlines the utilization of limited MEGs.Numerical results with CLs of Wenzhou power system in Zhejiang China illustrate the effectiveness of the model.In the perspective of rapid repair,previous research has mainly focused on cooperation of repair and other measures to improve power restoration,like grid reconfiguration,micro-grid and mobile emergency generators.Few literature studied the cooperation of repair crews and their synergy effect.This paper mainly studies rapid restoration of power system based on the cooperation of multiple repair crews.Energizing route of damaged lines is proposed and the model is solved by Benders decomposition algorithm based on Local Branching heuristic method.Yunnan power grid is used for an instance to prove the effectiveness of the model and effect of repair crew synergy on scheduling.Emergency power supply to critical loads and rapid repair to distribution network can effectively enhance the capacity to deal with natural disasters,which has theoretical value and practical significance.
