Study On The Optimization Of Village Planning And Management In Ouhai District,Wenzhou

With the vigorous advancement of China's urban construction,the process of urbanization is accelerating,the city is changing day by day,and the living standards of residents have significantly improved.But at the same time,rural construction and development have been neglected,leading to a growing gap between urban and rural areas.Rural housing construction,construction planning,environmental governance,industrial development,peasant income and other issues have become increasingly prominent,and have aroused the attention of governments and all sectors of society.In response to the related problems of rural planning and construction management,in recent years,the Ministry of Natural Resources,Zhejiang Province,and Wenzhou City have issued documents successively,which put forward a series of requirements for strengthening village planning.Ouhai District has started the preparation of some village plans in accordance with the requirements of the central,provincial,and municipal committees,and has achieved certain results in the guidance of rural construction and development.However,in the process of village planning and management,there is still a lack of operable village rules,policies,regulations and plan basis;Blindly apply the mode of urban planning,divorced from the reality of villages;Lack of funds restricts the development of village planning;The planning results do not fit the reality and are not practical enough;Planning is insufficient to guide the development of village industry;Low participation of villagers.The main reason is that the existing urban planning policies and regulations do not apply to village planning;The compilation mode led by the government cannot meet the needs of the village;The government does not pay enough attention to it,and most of the funds are used for urban construction;Under the examination system,the quantity of planning results is not guaranteed and the design unit is not selected well;It deviates from the strategic thought of rural revitalization and lacks overall planning;Village planning and management mechanism is not perfect,government propaganda is not in place and other reasons.In response to these problems,This paper adopts literature research method,case analysis,questionnaire survey,statistical analysis and other research methods,and combines the actual situation of Ouhai District,from village planning management policies,regulations and plan basis,village planning organization preparation and approval,village planning implementation and supervision,and public participation in village planning In other aspects,how to optimize the village planning management in Ouhai District of Wenzhou and proposed countermeasures.From the perspective of frontline village planning management practitioners,this article takes the village planning management of Ouhai District in Wenzhou as the research object,and analyzes the problems and reasons in the process of village planning management in combination with the location characteristics,advantageous resources,and development positioning of the villages in Ouhai District.It also discusses the optimization plan of village planning management from the perspective of actual cases,and further enriches the research results of village planning management in China.
