Study On The Scope Definition And Development Mechanism Of Smart City Clusters

With the rapid development of economy and society,the process of urbanization has been continuously promoted.With the improvement of technology level and the support of relevant policies,a series of important achievements have been made in the construction of smart city.With the transformation of smart city from individual to cluster development,traditional city agglomerations have been continuously integrated with the promotion of informatization and technological factors on the basis of economic and social development,contributing to the formation and development of smart city clusters.In this context,it is urgent to improve and promote the relevant theoretical and practical research on smart city clusters.Based on the existing research on the smart city cluster and the scope definition of traditional city agglomeration,this paper attempts to build a theoretical model of the scope definition of smart city cluster by combining quantitative and qualitative research methods,and to carry out an empirical study with the Yangtze river delta as an example,so as to explore the development mechanism and path strategy of smart city cluster.In summary review at home and abroad about smart city,smart city cluster and scope definition of city agglomeration,on the basis of related research,this article in accordance with the "core and periphery" core logic to build a theoretical model of the scope definition of smart city cluster,through the national city network core cities and intelligence development high level two indicators to determine the core smart cities,through spatial proximity,intelligence level,integration level of policy guidance,city network global influence to determine the peripheral smart cities.In the empirical study of the Yangtze river delta as an example,the scope of the Yangtze river delta smart city cluster defined includes 30 smart cities in Jiangsu,Zhejiang,Shanghai and Anhui provinces.Compared with the traditional Yangtze river delta city clusters,the smart city clusters in the Yangtze river delta have different characteristics,such as the change of urban composition,the decentralization of structural distribution,the coexistence of spatial distribution and the centralization of the city.Therefore,it can be concluded that the development mechanism of smart city clusters is embodied in smart construction,new location advantages and close interaction.Based on the study of the scope definition and mechanism of the Yangtze river delta smart city clusters,the corresponding development strategies are proposed :(1)the formed smart city clusters attach importance to the coordination of development and strengthen the balanced development of the network;(2)in the process of development,potential cities near the core areas of smart city clusters break through restrictions and isolation,and give priority to forming interactions with core or major smart cities;(3)cities far away from the core areas of smart city clusters should strengthen the construction of sub-clusters and optimize the urban connection and cooperation;(4)develop differentiated strategies for smart cities in different stages of development.In this study,the theoretical model for the scope definition of smart city clusters was constructed,and the ideal application results were obtained through the empirical study on the scope identification of the Yangtze river delta smart city clusters,which proved the rationality and extensibility of the theoretical model and further improved the theoretical system of relevant studies on smart city clusters.The comparison between the characteristics of the Yangtze river delta smart city cluster and the traditional one shows that the smart city cluster has the prominent advantages of being more balanced and integrated in terms of group structure and spatial distribution,which coincides with the higher stage of the development of the smart city cluster in the era of information technology.The breakthrough and inheritance of the smart city cluster to the traditional city agglomeration,it shows the possibility that the smart city and smart city cluster could break through the classical location theories and socioeconomic constraints,and explore of a new development path,which has important inspiration and guidance significance on the development of smart city cluster in the real world's construction.The whole thesis contains about 58 500 words,34 pictures and charts.
