Study On PPP Model Risk Management Of Water Supply Projects

With the deepening development of the world economy,the level of urbanization construction in China is continuously speeding up in order to improve the economic environment.However,the development of urbanization has higher requirements on resource utilization efficiency and residents’ daily necessities.Therefore,how to solve the utilization problem of water resource,which is one of the life necessities,has become an important research direction.At present,the utilization and supply of tap water in large,medium and small cities in China has been basically solved.However,for newly-built cities and towns,the supporting facilities of tap water mainly rely on government investment.Due to the mismatch between the debt problem of local government and the economic growth rate,the contradiction between the construction and development of water supply projects and the water demand for residents is becoming more and more serious.In order to solve these problems,we can adopt the PPP mode for overall management.By improving the utilization efficiency of water resources and the comprehensive management efficiency of water supply project construction,the supply level and application efficiency of tap water can be improved.Thus people’s living standards can be improved and of and the requirements of ecological civilization construction can be ensured.In this paper,the construction case of this paper is located in the northwest inland area of Lanzhou New Area,where lack of water and the urgent need is to develop local economy and municipal infrastructure,but the local financial revenue is low to carry out the construction of water supply projects.Therefore,in the process of construction,we need to make rational use of resources according to their characteristics,centralize the superior resources for effective management,so as to reduce the investment cost and improve the operation efficiency,which can effectively promote the utilization of local water resources.This paper aims to promote the further developmen t of water supply project in Lanzhou New Area by using the characteristics of PPP mode development and construction,and analyze whether PPP mode can be applied to actual projects.We have studied the problems of management risk,market risk and financial risk encountered in the actual operation of PPP mode.The rights and responsibilities are clarified and economic benefits and returns were effectively formed under timely supervision and management.This is how to sort out the problems existing in the proc ess of project application and construction.Through the water plant phase I,II and supporting water supply network projects,this paper summarizes whether the PPP mode can be effectively implemented and used in water supply projects,and produces real be nefits.Finally the feasibility and necessity of PPP mode in water supply projects was demonstrated in the new area.
