| State-owned enterprises are the important material and political foundation of socialism with Chinese characteristics,and the important pillar and relying strength of our Party in power.Judging from the great achievements of the reform and development of state-owned enterprises in the past 40 years,the leadership of the Party is indispensable and the Party organizations play an important role in leading and governing state-owned enterprises.Under the new situation,the reform of state-owned enterprises has entered a deepwater area and a critical period.In the face of the spread of wrong ideas in the West,represented by the neoliberalism,and in the face of all the noise and murmurs about the reform of state owned enterprises,in order to ensure that state-owned enterprises,in the course of deepening reform,are firmly committed to political direction,adhere to political principles and stick to the political bottom line,and root out such persistent problems as the loss of state capital and the lack of supervision and supervision,continue to become stronger,better and bigger,in documents such as the guiding opinions of the CPC Central Committee and the State Council on deepening the reform of state-owned enterprises and the guiding opinions of the State Council General Office on further improving the corporate governance structure of state-owned enterprises,from the macro-level,it is clear to unify the strengthening of the leadership of the Party and the improvement of corporate governance,to clarify the legal status of the Party organizations in state-owned enterprises in the corporate governance structure,and to request the Party organizations to take the direction,manage the overall situation and ensure the implementation.But in practice,there are still some difficulties,such as the disconnection between the Party building work and the business work,the formalism,and so on.To this end,from the perspective of strengthening the Party’s leadership and governance over state-owned enterprises,from the 2016 National Working Conference on Party building in state-owned enterprises to the Revised Party Constitution after the 19 th National Congress and the Regulations of the Communist Party of China on the work of grass-roots organizations in state-owned enterprises(for trial implementation),a series of internal party rules and regulations,new and more specific requirements are put forward,such as "persisting in carrying out the work around the production and operation of enterprises" and "persisting in the deep integration of the Party building work with the production and operation".In recent years,the Central Enterprise M aviation company carries out the policy of the central government,bases itself on the actual situation,unceasingly explores,unceasingly consummates in the Advancement Party construction work and the service work fusion,has formed a set of feasible fusion experience,but also has some shortages.Based on the characteristics of modern enterprise system with Chinese characteristics and the general requirements of Party building in the new era,this paper analyzes the necessity and influencing factors of promoting the integration of Party building and business work in state-owned enterprises,taking m airlines as a sample,this paper makes a comprehensive and systematic study on the integration of Party building work and business work in state-owned enterprises,and tries to provide more general and concrete countermeasures.This paper is divided into six chapters.In the introduction part,the research background and significance,research status,research ideas and methods,as well as the main innovative points and deficiencies are described in detail.The First Chapter Generalizes and Discusses The Concept of state-owned enterprises and the Party construction work,and chooses the party-centered theory and the Party construction leading enterprise construction theory as the theoretical basis.The second chapter analyzes the necessity of promoting the integration of Party building and business work in state-owned enterprises,and deconstructs the five major factors influencing the integration of Party building and business work in state-owned enterprises from the micro and realistic perspectives,including cognitive factors,environmental factors,organizational factors,capacity factors,information communication factors,paving the way for the development of the following.The third chapter introduces the target system and responsibility system of the Party construction work of M airlines,the characteristics of "big operation","big fleet" and "big brand" in its business work,and further introduced the Party Organization of central enterprise M airlines around the characteristics of the three major business to promote the Party building work and business integration practices and achieved results.The fourth chapter,mainly unifies the author many years party affairs work experience,as well as in the investigation research,the personage interview as well as the research analysis foundation,this paper deeply excavates the five main problems existing in the party construction work and the business work of the central enterprise m airline,and based on the five major influencing factors,analyzes systematically the causes of the problems.The Fifth Chapter synthesizes the research basis of the previous chapters and puts forward some suggestions on how to promote the integration of Party construction and business work in state-owned enterprises,including unifying ideas and forming a consensus of integration,we will carry forward reform of the corporate governance structure and improve the environment for integration.We will enhance the party’s organizational capacity and consolidate the foundation for Integration.We will train "statesmen + entrepreneurs" and enhance integration capacity.We will strengthen information communication,understanding,and explore new ways of integration,strictly supervise,examine,encourage and consolidate the guarantee of integration. |
