Study On Water Fee Management Of South-to-North Water Transfers

The paper expounds a study on the practice of water fee management of South-to-North Water Transfers in Jiangsu Province,illuminates the issues left over from the past of the initial period of South-to-North Water Transfers Project.It mines the problems of water fee management of South-to-North Water Transfers in Jiang Su Province,such as efficiency of water is not high,differences between national policy and current situation,water renter is not clear and so on.And then,it summarizes the reasons of those problems,pointing out the necessary of the study on the practice of water fee management of South-to-North Water Transfers East Route in Jiang Su Province.The paper focuses on the research of descriptiveness,literature,and comparing,analyses the issues of the management mechanism of South-to-North Water Transfers Project.It tells us that,as a kind of specialty goods,the water resource has the public welfare functions of flood protection,agricultural irrigation and so on.Under the market economy environment,the research of South-to-North Water Transfers Project not only should emphasize the public welfare characteristic,but also should notice the influence of the variety of market supply and demand.So,the study on the practice of water fee management of South-to-North Water Transfers is different from the research on common cost of goods,it's unique.The paper analyses the agricultural water price and cost reimbursement both here and abroad.By comparing,different countries t manage the water fee in different ways,based on the water resource,macroeconomic policy,level of economic development and so on.But,whether the developing or developed countries,they will choose preferential policy to remedy the expense of agricultural water,ensuring the water supply works,which including two ways:cost and price.However,in China Regions,the mechanisms of water fee formulating and agricultural water supply are deficient.The paper notices that,after the South-to-North Water Transfers project in Jiang Su Province finished,the agricultural water accounted for a large proportion of the water supply,and the farmers there,have got benefits a lot directly.Thus,according to the farms' mental capacity and ability to shoulder economically about the water fee in the northern Jiangsu area and the analyses of the data,it could be the referential evidences for formulate a scheme of the supply of the agricultural water.Combining with the current situation of operation management of South-to-North Water Transfers in Jiang Su Province,this paper puts forward four kinds of water management schemes based on government compensation.Considering the current situation of management and the efficiency of water resources utilization,it points out the advantages and disadvantages of each scheme.After detailed and comprehensive comparison,the optimal scheme is put forward in different stages,such as forward,transitional,and future.Combining with the practical experience of domestic and foreign agricultural water management,the paper puts forward macro management suggestions for water fee management of South-to-North Water Transfers in Jiangsu Province,including further clarify the main body of water trading,increase investment in water metering facilities,water management and other aspects.Finally,the main achievements of this paper are summarized.With the popularization of the successful experience of the agricultural water price reform,the further reform of the water price reform,the direction of the next research is pointed out.
