Han,Dan River basin in Shaanxi Province is the main water source area of south-north water transfer project. It is significance to carry out soil and water construction in the water source area to reduce soil erosion,protect water quality and safety of south-north water transfer project and promote the coordinated development of social economy in water source area.In this paper,according to social-economic and soil erosion status of water source area, using data analysis and typical survey,remote sensing image interpretation and theoretical analysis method of calculation,conducting soil and water conservation research on ecological compensation of water source area.Provide a scientific basis of prevent soil erosion and eco-compensation calculation.Research results:(1) According to social,economic and natural conditions of water source area (Shaanxi Province),By remote sensing image interpretation and the typical investigation, Analysis of soil erosion characteristics and features,pointing out that human activity is a major factor to soil erosion and soil erosion of water source area is the main factor of non-point source pollution in Danjiangkou reservoir.(2) Proposed to calculation view of soil and water conservation construction.By soil erosion,basin area,forest coverage,precipitation and agricultural population density area,Use fuzzy clustering analysis and support vector machine partition methods,31 counties are divided into three zone.(3) The soil and water conservation evaluation system of water source area.has been established In the evaluation system, the water conservation as first index; the soil erosion,land use, agricultural production conditions, water conditions and soil and water conservation conditions for the second index;the extent of 20 indicators for the three index. The integrated use of analytic hierarchy process,entropy method and game theory method to calculating the index weights.Use fuzzy comprehensive evaluation evaluate of the zone.Soil and water conservation harnessment zone should enhance ecological function to conserving soil and water by engineering. Soil and water conservation prevention and protection zone should have high degree of forest coverage, ecological conditions were better, should strengthen the protection of ecological forest region. Soil and water conservation supervision zone have small area and high population density,may focus on governance serious soil erosion area,prevent the deterioration of water and soil erosion.(4) Based on soil and water conservation cost,investigation and analysis of a typical small watershed,made a calculation of soil and water conservation eco-compensation.Soil and water conservation eco-compensation expenses include:soil and water conservation measures costs;woodland management and protection costs;maintain soil and water conservation measures costs; improve and reinforcement soil and water conservation measures costs; opportunities to develop loss costs.Baed on water resource protection requirements, to calculate 71.34 billion yuan compensation funds of water source area.
