Therefore, in the modern economic construction at the same time, we should also pay attention to the protection of water resources and save water, the rational use of water resources, make use of water resources in accordance with the strategic requirements of sustainable development.The growing imbalance between supply and demand of water resources in our country, water resource crisis has already had a certain influence on the sustainable development of society, and as the 21 st century after explosive population growth and the development of the economy more rapidly, the social demand gradually increased, and according to the present development situation, will cause the quality of the water supply and water can’t satisfy the social needs, make water resource crisis directly affects every aspect of our lives. A serious shortage of water resources in China, the rivers and lakes pollution is serious, the agricultural irrigation water accounts for 3/4, but due to a serious aging of irrigation facilities, channel leakage, improper irrigation management, most farmers water-saving awareness is not strong, lead to a lot of water is not applied to irrigation, and for a long time, China’s agricultural water price making mechanism is unreasonable, price structure is not complete, water levels have been low, further causing water crisis intensified, the water shortage and water waste, but it also reflected from the side water has a great potential for water saving in agriculture in our country.Heilongjiang province is located in the northeast, low rainfall, water shortage, water resources per capita amount less than the national average, with the rapid development of the entire province economy, water resource crisis is increasingly serious. Heilongjiang province is the largest national production, is an important commodity grain base, the province a total of more than 8000 small and medium-sized irrigation area, irrigation area account for 40% of the province of grain production. Study reasonable water price making mechanism, establishing the reasonable water price, deepening the reform of water prices, irrigation district management mode, has become an important irrigation area in heilongjiang province development and reform of research subject.Paper first reviews the development process and future development trend of water price at home and abroad, analyzes the present situation and the existing problems of water price in our country, the irrigation water price forming mechanism are analyzed, to understand the method, principle and influence factors in the composition of water price. Irrigation district agriculture water price of scientific calculation is the foundation of establishing reasonable prices, in this paper, based on the full cost method to evaluate analytical tools, through the analysis of the characteristics of the heilongjiang agricultural irrigation water and the water resources characteristics and the factors that influence the price will be abundance degree of lack of water resources, water resources use efficiency, water resources condition and bear ability factors such as the introduction of water price formulation process, to make out the price more realistic and easier to use.Of a series of problems in the operation and management, on the premise of not take out a lot of money for reconstruction planning adjustment, in order to adapt to the change of water price, improve the efficiency of irrigation water use, water conservation, the protection of water resources at the same time, increase production, increase farmers’ income, irrigation district management is more meaningful. |
