As a large country with a population of 1.4 billion people,the issue of safeguarding the quantity of cultivated land resources and improving the quality of our country is something that we must constantly face.Although China has adopted the most stringent farmland protection system at present,the problem of farmland can not be underestimated.Therefore,it is imperative to further explore the measures for farmland protection.This study starts from the objective of farmland protection,studies the external benefits generated by arable land,and constructs an economic compensation mechanism for cultivated land protection.The amount of economic compensation provided to the government was used as a reference for the Daqing City County to better implement the policy of establishing a market-diversified ecological compensation mechanism in the Central Document No.1 of 2018,and ultimately contribute to the protection of cultivated land in China.In order to achieve this goal,this article mainly uses the literature survey method,the equivalent factor method and the comparative analysis method.Combined with relevant theories,Daqing City's counties were used as research areas to carry out systematic research on the economic compensation mechanism for cultivated land protection.The main research content is as follows: First,on the basis of analyzing the structural changes and spatial-temporal changes of the cultivated land in Daqing County,we use the food security method to calculate the area of arable land surplus in each county in Daqing City;Second,analyze the various neglected values brought about by the cultivation of cultivated land,and use different methods to measure the hidden eco-values,social values,and economic values generated by cultivated land,and calculate the total value of cultivated land resources.Correct the reduction rate to obtain the compensation standard for cultivated land protection;Thirdly,according to the calculated area for compensation in each county and the corresponding compensation standard,the total amount of compensation for farmland protection in the counties of Daqing City will be used as a reference for formulating policies to provide reference for decision-making.The results are as follows:(1)In 2016,the arable land structure of Zhaozhou,Zhaoyuan,Lindian,Durbert in Daqing City was dominated by dry land,and there were only a few paddy fields.The total area of cultivated land between 2007 and 2016 showed an overall growth trend.In the spatial distribution of cultivated land,the changes in the central part of Daqing City are relatively large,and the changes in other regions are minor.(2)Zhaozhou,Zhaoyuan,Lindian and Durbert counties in Daqing City are all arable land surplus areas,which are the main grain production areas and should be compensated.In the face of self-sufficiency rate of 95%,when the per capita food demand was 400 kg and 450 kg,the combined area of the arable land in the four counties of Zhaozhou,Zhaoyuan,Lindian and Durbert was 644,000 hectares and 637,400 hectares.In the face of self-sufficiency rate of 100%,and 400 kg and 450 kg of per capita food demand,the combined area of the arable land in the four counties of Zhaozhou,Zhaoyuan,Lindian,and Durbert was 642,300 hectares and 633,300 hectares.(3)Estimating the external benefits of cultivated land in counties of Daqing City The average economic compensation standard for cultivated land protection is 3,1530.2 yuan per hectare per year.There is a certain gap between the compensation rates of the four counties.Among them,Zhaozhou County has the highest compensation standard,which is 46374.8 yuan/ha per year.Zhaoyuan County has the lowest compensation standard,which is 20599.9 yuan/ha per year.(4)Compensate the compensation according to the compensation area and compensation standard.In the face of a self-sufficiency rate of 95%,and two types of per capita food demand of 400 kg and 450 kg,the total amount of compensation for the four counties in Daqing City will be 2015423.13 million yuan and 1988575.82 million yuan respectively.In the face of a self-sufficiency rate of 100%,when the per capita food demand is 400 kg and 450 kg,the total amount of compensation for the four counties in Daqing City will be 200,810.03 million yuan and 1975,701,250 million yuan respectively.The conclusions obtained are as follows:(1)The status of protection of cultivated land in the county area of Daqing City is generally developing in a good manner,but the protection of cultivated land still needs attention.The largest increase in arable land is in Lindian County,with a dynamic degree of 1.09%.Zhaoyuan County is the only county where arable land is reduced in 10 years,with a dynamic degree of-0.59%.(2)Positive externality benefit from farmland protection Spillover is the driving force for accelerating the non-agriculturalization of cultivated land.Only the conversion of external benefits from cultivated land protection is the fundamental way to achieve farmland protection.(3)According to the measured data,in the four counties of Daqing City,the economic compensation quota for Zhaozhou County is the highest,and Zhaoyuan County is the least comparative county.In addition,we must clarify the subject of economic compensation for farmland protection when compensating.We also strengthened publicity and education work,raised people's awareness of the protection of cultivated land,introduced relevant economic compensation methods for farmland protection,and enriched the economic compensation methods for farmland protection to achieve the purpose of farmland protection.
