Study On The Effect Of Economic Compensation Of Cultivated Land Protection In Grain-Production Dominated Zone

Under the new situation,the issue of cultivated land protection in China becomes more severe.Both the local practice and the point of current research of scholars,economic compensation of cultivated land protection is undeniable one of the hot and difficult problems in the study of cultivated land protection.The grain-production dominated zone has an important contribution on the food security,ecological security,and social stability in our country.In order to make nationwide effective enforcement,how to accurately assess the effect of economic compensation in the grain-production dominated zone is the urgent issue to be solved.Based on the available research,qualitative analysis and quantitative analysis are synthetically used in this thesis.These are participatory rural appraisal,descriptive statistics analysis,contrastive analysis,multiple logistic regression model,TOPSIS model,and fuzzy synthetic evaluation model.The main conclusions are as follows:(1)Farmers' satisfaction evaluation tested the effectiveness of the economic compensation mechanism of cultivated land protection and its diversity in multiple dimensions.Only if the economic compensation mechanism of cultivated land protection satisfied farmers,it can effectively stimulate farmers' initiative to protect cultivated land,and can ensure the stability and sustainability of cultivated land protection incentive mechanism.According to the results farmers' satisfaction evaluation on the effect of economic compensation of cultivated land protection in pilot area,we can find that the satisfaction evaluation on Cultivated Land Protection Fund in Chengdu is “better”;And the satisfaction evaluation results in urban and rural linking areas and typical villages are “poorer” and “better”.In terms of the quantitative analysis results of multi-dimensional factors of farmers' satisfaction of Cultivated Land Protection Fund,for the internal factors(the inscape of Cultivated Land Protection Fund),the farmers' satisfaction of account information of subsidised capital,supervision and management,subsidized basis,and usage requirements of subsidy are lower than others';For the external factors,age and dependent population are significant at the level of 10%,and the value cognition to Cultivated Land Protection Fund is significant at the level of 5%,and a man who has a Communist Party identity,the size of total contractual agrarian land,the actual cultivation area,the flowing out arable land,and the comprehension degree to Cultivated Land Protection Fund are significant at the level of 1%.Thus,Chengdu Cultivated Land Protection Fund won the farmers' approval to some extent,but its mechanism had larger improvement space.And farmers' satisfaction of economic compensation of cultivated land protection had differentiation under multiple dimensions.(2)The evaluation based on the synthetical effect and single effects reflected that present economic compensation of cultivated land protection is experimental and incomplete.According to the evaluation results of the effect of economic compensation of cultivated land protection,the evaluation results of synthetical effect,social effect and ecological effect are “better”,but the evaluation result of economic effect is “ordinary”.In terms of the numerical value,the evaluation result shows that: social effect>ecological effect>synthetical effect>economic effect.Thus,present economic compensation of cultivated land protection(Cultivated Land Protection Fund)is experimental and incomplete,and there exist a large distances between implementation effect and anticipated effect.(3)At present,the effect responded poorly to the incentive of economic compensation of cultivated land protection in China,and farmers' behavior to protect cultivated land still was given priority to with spontaneity.According to the evaluation results of single effects in pilot area,we could find that,by contrast,the social effect was the best and the economic effect was the worst.According to the contrastive analysis of the effect of economic compensation of cultivated land protection under different scenarios in non-experimental areas,most of farmers interviewed said that it was Cultivated Land Protection Fund,not the agricultural subsidy policy,which could improve the level of peasants' life more obvious.However,most farmers were willing to implement the responsibility of cultivated land protection and maintain its quality not decreased,and they also would like to have the economic subsidies for agricultural infrastructure construction and the improvement of soil ecological environment.So,the current standard of economic compensation of cultivated land protection is low,and farmers' behavior to protect cultivated land not just because it is affected by the economic incentive.At this stage,farmers' behavior to protect cultivated land would be still given priority to with spontaneity.
