Study On Economic Compensation Mechanism Of Cultivated Land Protection In Changji

Arable land resources is a non-renewable scarce resources,which is the basis for people to survive.It also contributes to the maintenance of social stability,protection of food production,Additionally,arable land is the material basis for the maintenance of the ecological balance.At present,China has a vast land area with the total population accounts for one-sixth of the world,however,the plowing land resources are scare which is far below the world average level of per capita arable land.In the process of urbanisation and industrialisation,the contradiction between cultivated land protection and social and economic development has been gradually formed.It is the basic task of our country to keep 18 million mu of cultivated land red line.At this stage,the implementation of the cultivated land protection system in China is not in place,the cultivated land resources are decreasing year by year,and the quality of cultivated land is also declining.This paper analyzes the current situation of cultivated land protection in Changji,it is of reference significance to perfect the cultivated land protection by the relevant departments in combination with cultivated land protection and regional economic development.In this article,analyses the influencing factors of farmers’ willingness to participate in cultivated land protection in Changji and determine the variable that builds the economic compensation mechanism.This article is supported by the information collected from interview,referenced from a large number of related literature on cultivated land protection and a scientific and rational questionnaire has been designed.In this article,a large number of relevant literature on cultivated land protection has been referenced to design scientific and rational questionnaire,and all the information is collected by field visits and interviews,according to the formula to calculate the compensation standards,and then refer to the relevant literature to make reasonable suggestions.Related to the investigation and research,the conclusions are summarised as follow:(1)The lack of compensation mechanism is the main reason for restricting the problem of cultivated land protection;(2)The construction of compensation framework can ensure the smooth development of cultivated land protection;(3)The main body of compensation,including the central government,local government,collective organizations and social citizens,in the other hand,the main body of those who is getting compensation includes the peasants,the rural collective organzation or part of the local government that is responsible for protecting the arable land;(4)This paper argues that the combination of monetary compensation and social security is the most rewarding way to encourage the farmers’willingness to protect;(5)Changji,2016 years,the people’s livelihood,the rural collective organization,the economic compensation standard for cultivated land protection is 300-400yuan/mu/a.
