Study On The Effect Of Cultivated Lands’ Protection Policy In Zhejiang Province

As a valuable land resource,Cultivated land is the basic means of production for ensuring national food security.Because of the externality of arable land protection,the protection is mainly achieved by the government through formulating and implementing the arable land protection policy.When implementing the requirements of the Central Government,the local governments will have self-interest internal orientation and affect the validity of the cultivated land protection policy.My research is using theory of public policy and management,based on the densely populated and scarce cultivated land in Zhejiang Province,try to analyze the changes and the framework of policy system.By combining with the real situation of cultivated land change in the provincial areas in recent years,through the establishment of analytic hierarchy process model,analyze the relationship between cultivated land protection policies and cultivated land resources changes.Realizing the qualitative and quantitative evaluation of the actual effect of policy,and provide theoretical reference for Zhejiang’s policy of optimizing cultivated land protection.the paper will show that the policy is a key reason of the efficiency of cultivated land protection.So it is concluded the overall policy of cultivated land protection in Zhejiang is rationally provided and the implementation of the policy is well under control.The total amount of cultivated land occupies and compensates for the long term,Which is less than the national change.However,there is a lack of quality balance in the cultivated land.There are problems such as the mismatch of supplementary cultivated lands’ space and serious soil pollution,which affects the cultivated land productivity.We should improve the comprehensiveness of cultivated land protection policies and establish a pattern protection of cultivated land that takes planning as the main guideline to form a cropland quality evaluation system,which integrates geology,ecology and space.It should solve the problem of the externalities of cultivated land using by means of strengthening economic control measures and strengthen economic regulation.Appraisal and supervision of implementation must be strengthen.Redefine the responsibilities of departments,and strengthen examination and supervisions to solve the internal problems of local governments,ensure the implementation of policies be better.
