Cultivated land resource is the foundation of human survival and development, and it is the most valuable resource of mankind. For a long time, with the continuous development of human social economy and the accelerating process of urbanization, the contradiction between human and cultivated land resource has become increasingly prominent, that the quantity of cultivated land is decreasing and the quality is declining. So a series of measures has been adopted, including the policy of the balance of arable land, to protect the cultivated land strictly. The policy requires that the quantity and quality of cultivated land is not reduced. However, due to the poor effect of implementation, the quantity and quality of cultivated land is still declining.In this paper, the temporal and spatial changes on the quantity and quality of cultivated land and the balance of arable land are studied. It includes five parts. Part one, the purpose and significance of this study is expounded, the current situation of domestic and foreign research is discussed and the research contents, research methods and technical route are proposed. Part two, the status of natural geography and social economic development in Fenghua is summarized, the current situation and characteristic of land resource utilization is analyzed, and acquisition and processing of research data is introduced. Part three, the changes of the quantity and quality of cultivated land in 1986-2014 are studied, and the reasons of the change are analyzed. Part four, the balance of arable land in 2006-2014 is studied, its existing problems are analyzed, and the potential of reserve cultivated land resources is forecasted. Part five, according to the comparison and analysis, suggestions for the cultivated land protection are raised.Research results show that:(1) the quantity and quality of cultivated land shows a decreasing trend in 1986-2014, and the decrease of cultivated land is mainly concentrated in the urban and rural residential areas; (2) the main driving force to reduce the quantity of cultivated land is construction, and the main driving force for the decline of the quality is that high-quality arable land is occupied and inferior farmland is supplemented; (3) the quantity of cultivated land occupies the basic balance in 2006-2014 years, but the balance of the paddy field is not balanced;(4)cultivated land reserve resources are less, and it is difficult to realize the balance of cultivated land.
