The Development Status And Countermeasure Analysis Of Biogas Projects In Rural Breeding Farms In Huaying City,Sichuan Province

With the continuous development of the economic level,the contradiction between the declining energy available in rural areas and the rising demand for energy is becoming increasingly prominent.At the same time,the transformation of life production methods has promoted the transformation of livestock and poultry farming to intensive farming.Intensive farming has promoted the development of livestock and poultry breeding industry,but it also brought serious environmental pollution problems.In order to solve the problem of insufficient energy in rural areas and serious pollution of the environment by farm waste,China has vigorously developed farm biogas projects in rural areas.However,due to late start and lack of experience,the promotion and use of biogas projects in farms in some rural areas has been severely hampered.Therefore,in-depth investigation and analysis of the status quo of farm biogas development in rural areas,and put forward the corresponding development countermeasure,not only for the study area farm biogas project promotion and use has great guiding significance,at the same time in other parts of domestic farm biogas project development can also play a role for reference.Based on circular economy theory,sustainable development theory and public product theory,this article uses field survey method,expert interview method and SWOT analysis method to study the biogas projects of rural farms in Huaying City,Sichuan Province.From November 2017 to March 2018,the authors conducted questionnaire surveys on the biogas projects of 9 farms in 6 townships in the area and255 “Sanzhao” beneficiary households in the area,and visited relevant experts of the Huaying Agricultural Bureau.In-depth investigation and analysis of the internal and external conditions in the area.Based on the field survey results of the development of biogas projects in rural farms in Huaying City,this paper analyzes the advantages and disadvantages inherent in the development of rural farm biogas projects in Huaying City through SWOT analysis methods,as well as opportunities and threats faced by external parties.Combined with the SWOT matrix,based on the status quo of the developmentof biogas projects in rural farms in Huaying City,the available countermeasures for the development of biogas projects in the farms in the region were proposed.This study finds that there are two main advantages and three main disadvantages in the development of rural farm biogas projects in Huaying City.The external faces three opportunities and two threats;combined with SWOT matrix,through the combination of advantages,disadvantages,opportunities,and threats.This paper proposes the following countermeasures for the development of biogas projects in rural breeding farms in Huaying City:(1)SO development countermeasures--Strengthen scientific research and construction of biogas projects in rural farms,and strengthen the use depth of “Sanzhao”;(2)WO development countermeasures--Establish special industry feedback system for construction funds and strengthen service management system construction;(3)ST development countermeasures--"Sanzhao" is used for compensation to compensate for construction funds,and strengthen "Sanzhao" application propaganda and training;(4)WT development countermeasure--Improve the professionalism of management teams through training,and improve the efficiency of capital utilization through management.
