Assessment Of Marine Fishery Transformation In China And Spatial-Temporal Evolution

The "18th CPC National Congress" puts forward the strategy of "marine power",making the transformation and upgrading of the marine industry and optimizing the structure of the marine industry to become the commanding elevation of the development of the marine economy.Marine fishery is an important part of the marine economy.In recent years,the structural contradiction of Marine Fisheries in China is prominent.The offshore fishery resources are declining,fishing capacity is over,the proportion of fishery primary industry is too large,the proportion of the second,third industry is relatively small,the fishery development mode is extensive,facilities and equipment are backward,and water pollution is serious,so there is a hidden danger of aquatic product quality and safety.The transformation of marine fisheries is an effective way to optimize the structure of the marine fishery industry and the sustainable development of the fishery economy.The transformation and upgrading of Marine Fisheries in the context of supply-side reform is not only an alternative to the lagging traditional marine fishery,but also a systematic transformation and adjustment of the internal structure of the system.The main work and conclusions are summarized as follows:First of all,based on the theoretical research of marine fishery industry at home and abroad,this paper explains the environment of marine fishery transformation and upgrading,and introduces the related concepts and status of marine fishery transformation.Secondly,analysis of EKC relationship based on China's Marine pollution and fishery output value,the results showed that the overall relationship was "N" type or “U" type,and are in the rising stage.It shows that the pollution situation in the sea area is increasing and hindering the sustainable development of the fishery economy.The transformation and upgrading of Fisheries becomes the inevitable choice.Analysis is made the necessity of the transformation and upgrading of marine fisheries under the current reform of the supply side,as well as the significance of the experience of the development of Marine Fisheries in Japan to our country.Thirdly,the index system to measure the effect of China's marine fishery transformation is established including five dimensions.The comprehensive evaluation method of combining AHP and variation coefficient method is used to measure and study the effect of marine fishery transformation in China.Then,kernel density estimation model and ARCGIS spatial analysis technology are adopted to analyze temporal and spatial pattern evolution of the results,so as to reveal the inner change rules.It is proven that the effectiveness of China's marine fishery transformation presents the status of ascension,an overall gap still exists,but the gap in transformation of marine fishery gradually narrowed;the transformation has a "squeezing out effect" on marine fishermen employment.Finally,we put forward suggestions for further optimization of industrial structure and promotion of transformation and upgrading of marine fisheries.Promoting the construction of marine pasture actively can be used as an effective way to achieve the transformation and upgrading of marine fisheries in many aspects.The transformation of the marine fishery needs to continue to transfer the first fishery industry to the second and third industry in the future.
