| Under the strategic background of “Ocean Powers”,the development of the marine economy has gradually become an important support.As an important part of the marine economy,the marine fishery industry is a powerful boost to the development of the marine economy.After 40 years of reform and opening up,China’s marine fishery economy has not undergone fundamental changes in the extensive development model of low productivity.At the same time,due to the increase in the intensity of seawater fishing due to technological development,the phenomenon of tragedy in the commons has intensified,resulting in the near-depletion of offshore marine fishery resources.The low level of fishery farming technology has led to serious seawater pollution and the safety of aquatic products cannot be guaranteed.There are indications that the transformation and upgrading of marine fisheries is imminent.For the most important part of the transformation and upgrading,the study of total factor productivity of marine fisheries is particularly important.Increasing the total factor labor productivity of marine fisheries can fundamentally change the way of marine fishery production,improve labor efficiency,and provide impetus for the transformation of marine fisheries.On the basis of studying the related descriptions and literatures of China’s marine fishery total factor productivity and marine fishery economic development,reviewing the theoretical basis of marine fishery industry structure adjustment and fishery economic development theory,fishery industry agglomeration mechanism theory,etc.,analyze the total factor productivity of marine fishery Correlation with the marine fisheries economy.Based on the inter-provincial panel data of the 11 provinces and cities in the coastal areas from 2001 to 2015,the SBM(Slacks based measure)model was used to measure the macro-level productivity of China’s marine fishery.The Kernel density and Tobit model were used to analyze the oceans in each province.Spatio-temporal evolution pattern of fishery economic efficiency and its influencing factors.At the same time,at the micro level,the data of relevant fisheries enterprises in China’s industrial database were used to measure the total factor productivity of micro-marine fisheries enterprises,and the double difference and two-way fixed effect model were used to measure and test the impact of fishery conversion and conversion policies on micro-enterprises.The main conclusions are as follows:(1)Based on the analysis of space-time evolution,the economic efficiency of China’s marine fisheries continues to be sluggish.The economic efficiency of marine fisheries in 11 provinces and cities along the coast of China is polarized and has not been effectively improved,indicating that the level of fishery economic development in China’s coastal areas is unbalanced.(2)Based on the perspective of industrial structure,the excessive proportion of the primary industry is the main reason that affects the overall economic decline of China’s marine fisheries.The low technical level is the key to the economic efficiency of marine fisheries,indicating that China’s marine fishery industry structure continues to use the traditional first.The industry-based model is running.In the future,China’s marine fishery economic transformation faces the dual challenges of institutional transformation and structural transformation.(3)Based on the overall perspective of micro-enterprises,the implementation of fishery policies is not satisfactory.The fishery conversion and production conversion policy has a negative effect on the total factor productivity of marine fisheries enterprises.It has not played a role in promoting the transformation of the fishery industry,promoting the development of the fishery industry,and improving the labor productivity of marine fisheries enterprises.(4)Based on the perspective of urban-enterprise correlation,the role of urban economic development level in promoting the total factor productivity of fishery enterprises is different.The urban effect is more obvious for non-state-owned enterprises.The better the urban economic level,the more non-state-owned fisheries enterprises develop.The negative impact of the shift to the non-state-owned enterprises on the non-state-owned enterprises is even more significant. |
