In recent years,with the support of the state for agriculture and forestry,central and local governments have promulgated a series of policies to strengthen agriculture and benefit farmers,and all kinds of agricultural benefits have been continuously increasing,covering many areas,including agriculture,forestry,water conservancy and so on.Benefits of agricultural subsidies,which can better promote the development of modern agriculture and forestry.Through visiting experts and farmers,it is found that there are many problems in the management and distribution of the current subsidized farmers,which are usually caused by confusion in management and information congestion among departments,such as backward way,single means,time lag and cumbersome procedures and so on.In view of the above problems,this paper studies and develops the management information system of benefiting farmers,using information technology to realize the close connection between various departments and units to realize the sharing and circulation of information,so as to effectively improve the efficiency of the distribution of benefiting farmers' funds and implement the policy of benefiting farmers.The benefit agriculture subsidy management information system developed in this paper has been actually applied to Suichang County,Lishui.The system has completed the centralized integration of subsidies for large-scale grain subsidies,subsidies for disease and insect disinfestation,subsidies for organic fertilizers,and subsidies for organic fertilizers,and unified management of various subsidies for farmers.And it with consideration of all aspects of agricultural subsidies,subsidies can effectively complete the budget subsidies,subsidies allocation and disbursement of funds,farmers receive subsidies and other functions,to achieve the supervision and management of agricultural products into the whole process of pin deposit,subsidies for farmers' consumption.It can effectively solve the problem of fund management and supervision,improve the technical level of disease and pest control,and reduce the use of chemical fertilizer and pesticide.The practice showed that the management information system of benefit agricultural subsidies had important application value.At the same time,the historical data collected by the system is excavated,and the Apriori algorithm is used to predict the disaster situation.By digging out the types of pesticide combination which farmers frequently use in a certain period of time,the possible disasters and the disasters that have occurred in the area are judged.The experimental results show that this method can accurately predict the disaster situation,and has important significance for disaster prevention and control,scientific planning of agricultural industry development and layout,and the K-means clustering algorithm is used to complete the evaluation of farmers' behavior grade.According to the grade(high toxic,low toxic,green and pollution-free)purchased by farmers in fixed farm material stores for a long time,the evaluation model is constructed for each farmer by using K-means algorithm,and the farmer's behavior is divided into several grades(excellent,good,good).This research can guide the relevant departments to carry out technical training and guidance services and promote the sustainable and healthy development of county pristine fine agriculture.
