Research On The Transformation And Development Of Marine Fisheries In Guang Dong Province And Its Implementation Path Under The Background Of Innovation Driven

As a traditional pillar industry of marine economy,the transformation and development of marine fishery is the key to achieve the overall development of marine economy in China.Because of the cross of marine fishery,its development not only helps to expand the market of aquatic products in coastal cities,but also plays an important role in the construction of the country’s modern agricultural system.The traditional marine fishery has strong dependence on the marine resources.Its economic growth is often accompanied by the destruction of the marine ecological environment and the exhaustion of the marine fishery resources.In the long run,the production of the fishermen is not only facing the difficulties,but also making the development of the marine fishery industry unsustainable.The nineteenth Congress of the party proposed to accelerate the transformation and upgrading of traditional industries,which also pointed out a new path for the development of marine fisheries.In order to fully implement the strategy of innovation driven development,realize the transformation and upgrading of marine fisheries and promote the coordinated development of regional economy in coastal provinces and cities,this paper takes the transformation and development of marine fisheries in Guangdong as the research subject.Based on the perspective of innovation driven,the concrete path of the transformation and upgrading of the marine fishery industry in Guangdong province is put forward by combining theory with practice and combining quantitative and qualitative research methods.The transformation of marine fisheries in Guangdong province by innovation not only reshapes the competitive advantage of the marine economy in Guangdong province,consolidates the international status of China’s marine economy,but also meets the requirements of China’s development strategy,and is more adaptable to the historical trend of national industrial innovation.On the basis of combing and summarizing the related studies at home and abroad,the specific connotation of fisheries and marine fisheries,industrial transformation and transformation of marine fisheries and innovation driven are discussed in the light of the goal of "promoting the transfer of fisheries to the structure",which is determined by the government’s planning.It lays the foundation for future research.Secondly,based on the diamond model,this paper introduces the development status and difficulties of Guangdong’s marine fishery,and puts forward the necessity and feasibility of Guangdong’s marine fishery transformation.Thirdly,on the basis of theoretical and empirical analysis,the traditional diamond model is amended and the evaluation index system of marine fishery innovation driving capability of coastal provinces and cities is constructed.The role of innovation elements in the transformation of marine fisheries in Guangdong province and the coastal provinces and cities is analyzed,and the breakthrough point to solve the transformation of marine fisheries in Guangdong is sought.Then,in view of the problems arising from the transformation of the traditional marine fishery industry in Guangdong,the scientific planning of the traditional marine fishery industry in Guangdong is carried out,and the role of innovation driven is put forward to improve the level of fishery science and technology and the path of the development of the third industry.Finally,based on the conclusion,we point out the shortcomings of the research and put forward the future research prospects.The main conclusions of this study include the following points:First,a comprehensive study of the transformation and development of Guangdong’s marine fishery has been made.Based on the analysis of the mechanism of innovation driving for the transformation and development of marine fisheries,based on the diamond model,it is considered that the development of the transformation and development of Guangdong marine fisheries mainly exists in the low proportion of fishery economy,the structure of fishery industry needs to be optimized,the exploitation of fishery resources is extensive,the technical strength of fishery industry is weak,and the allocation of regional fishery resources.It is not balanced,the development of fishery economy in the region is not coordinated;the ecological environment is deteriorating,the fishery resources are exhausted seriously;the domestic fishery economy is fiercely competitive,and the gap between the provinces is gradually narrowing.Second,through analyzing the restricting factors of the transformation of marine fisheries in Guangdong,the paper revises the traditional diamond model and takes the innovation elements as one of the main factors to construct the evaluation index system for the innovation driving capability of marine fisheries in coastal provinces and cities.According to the different marine fisheries innovation ability,it will be divided into four types along the provinces and municipalities.Through the horizontal comparison between provinces and cities,this paper discusses the role of innovation driven in the transformation and development of marine fisheries in Guangdong and the new ideas of transformation and development,which has a certain value of promotion.Third,according to the qualitative and quantitative research,it puts forward specific implementation paths and operational strategies for the transformation and development of marine fisheries in Guangdong.It mainly includes strengthening the supply of government system,focusing on enterprise innovation,changing the development mode of traditional marine fisheries,implementing the full integration of marine fisheries and entering the line,and realizing its connotation.The most important thing is to speed up the construction of multi-dimensional innovation system and promote technological innovation of fishing areas,promote the green transformation of agricultural ecology,accelerate the extension of the marine fishery industry chain in Guangdong province,accelerate the extension and development of the marine fishery industry chain,and promote the modernization of marine fisheries.The implementation path of development will provide a reference for policy making in the transformation of marine fishery in Guangdong.
