Small Farmland Irrigation And Water Conservancy Facilities Construction And Management Research On Zengcheng District Of Guangzhou City

With the development of China's economy,the process of construction of agricultural modernization has been accelerating.Although our country owns vast territory and abundant resources,the huge quantity of population determines C hina's average per capita amount of arable land area is small.In addition,due to the vast land area of our country,the specific environme nt of different terrain and different climatic zones,the social and economic development of different regions and water resources of arid and humid areas are different.Facing these problems in the process of agricultural development,it is quite necessary to improve the producing capacity of C hina's agriculture by constructing small farmland irrigation and water conservancy facilities.Based on the actual needs of China's agricultural development process,and analyzing the construction and management of small farmland irrigation and water conservancy facilities,how to scientifically constructing and managing small farmland irrigation and water conservancy facilities is the focus of agricultural modernization process.This paper takes an example of farmland irrigation and water conservancy facilities construction of Zengcheng District of Guangzhou city,by means of literature studies,qualitative analysis,descriptive analysis,survey studies and experience summarization,and bases on the research of domestic and overseas,combines with the theoretical bases including the property right theory,public goods theory,public finance theory and public governance theory,small farmland irrigation and water conservancy facilities construction of Zengcheng District was investigated and analyzed.In this paper,by analyzing Zengcheng District's present construction status(including construction achievements,construction investment and quality)and present management status(including facilities management modes,management investment and the input of capable people)of small farmland irrigation and water conservancy facilities of Zengcheng,studying the effect to the increase of agricultural production and incomes by construction and management of small farmland irrigation and water conservancy facilities.This paper focus on further explore how the small farmland irrigation and water conservancy facilities benefits the farmers,how to further tap the potential of agricultural industry and make the level of construction and management synchronously to promote the vitality of agriculture in the rural areas.Through studying the construction and management of small farmland irrigation and water conservancy facilities of Zengcheng District,this paper aims to apply the research results to solve similar problems and provide a reference to the construction of small farmland irrigation and water conservancy facilities encountered in our country,meanwhile,to enrich the researches of agricultural water conservancy and to provide a better service to the rural construction in our country.
