Study On Management And Protection Of Farmland Water Conservancy Facilities In Changsha County

The irrigation and water conservancy facilities are closely related to the production and life of farmers,have a direct impact on agricultural development and farmers,income increase,and have a far-reaching impact on national food security.With the rapid development of society and rapid economic progress,It is a strong support to realize the strategy of Rural Revitalization.It is of great practical significance to deepen the reform of irrigation and water conservancy,strengthen the management and protection of irrigation and water conservancy facilities,promote the efficient operation of irrigation and water conservancy facilities,and better serve agricultural production.In this paper,the current situation of management and maintenance of farmland water conservancy facilities in Changsha County was investigated by using the relevant literature at home and abroad,on-the-spot investigation,questionnaire survey,data collection,etc.,it is concluded that the main problems existing in the management and protection of the Farmland Water Conservancy Project in Changsha County are the difficulty of the management and protection of the farmland water conservancy facilities,the imperfection of the management system of the farmland water conservancy facilities,the low enthusiasm of the farmers to participate and the difficulty of the property right reform.This paper focuses on the willingness of farmers to participate in the management and protection of farmland water conservancy facilities.The factors influencing the willingness of farmers to participate in the management and protection of farmland water conservancy facilities were analyzed by means of survey data.The results show that the management system and the effect of local irrigation and water conservancy facilities have a strong impact on participation willingness.The sound system is an important measure for farmers to participate in the management and protection of farmland water conservancy facilities.At the same time,the effect of facilities can also lead to the willingness to participate in management and protection,which shows that farmland water conservancy facilities are the focus of farmers,and their quality has an important relationship with agricultural production.In particular,the importance of management and protection of farmland water conservancy facilities has a particularly significant impact on the understanding of farmers in order to improve farmers,awareness of the need to focus on more efforts to better enhance the willingness to participate.According to the actual situation of management and protection of farmland water conservancy facilities in Changsha County Changsha County,this paper puts forward some measures and suggestions for the management and protection of farmland water conservancy facilities.The first is to strengthen the management and protection capacity of farmland water conservancy facilities,the second is to improve the management and supervision system of farmland water conservancy facilities,the third is to enhance the enthusiasm of farmers to participate in management and protection,the fourth is to push forward the reform of property rights system,and the fifth is to advocate the professional management technology of informationization.
