Research On Investment Efficiency Of Irrigition In Guangdong

Guangdong is one of the major economic provinces in China,and agriculture has always played an important role in the economic development of guangdong,but agriculture is a weak industry that needs to be supported.This importance and weakness jointly determine that the government departments must provide support and protection for normal agricultural production,among which the improvement of irrigation system is one of the important measures to guarantee the agricultural production.In recent years,guangdong has actively implemented various the government's policies and regulations,having increased funding in irrigation,and has made a positive contribution to improving farmer's incomes,improving the quality of the infrastructure of agriculture.But what is the real efficiency of irrigation in guangdong? Are there differences in the investment efficiency of irrigation in different regions? What are the factors that affect the efficiency of irrigation? How to effectively improve its efficiency? Therefore,this paper will study the investment efficiency of irrigation in guangdong from 2010 to 2015 through quantitative and qualitative analysis.Firstly,this paper puts forward the research object--the investment efficiency of irrigation in guangdong from the perspective of improving the quality of agricultural development and strengthening the construction of agricultural infrastructure from the current rural revitalization and development strategy.Then,by reviewing the research results of domestic and foreign scholars in this field,this paper has formed the research idea,namely,using DEA method to calculate the investment efficiency of irrigation in guangdong,and make empirical analysis on the comprehensive efficiency,technical efficiency and scale efficiency of the investment in irrigation,and then use the Tobit model to analyze and verify the factors that may affect the investment efficiency of irrigation in guangdong.Finally,some policy suggestions are given based on the analysis of the results and the regional actual situation.The main conclusions of this paper are:(1)from 2010 to 2015,the efficiency of irrigation in guangdong increased from 0.558 to 0.720,differences between regions;(2)there's not a lot of variation in the efficiency of the cities,the regional differences are not obvious,and the overall efficiency of the overall technology is largely affected by the inefficiency of the scale;(3)In the four regions,there is increment of scale,scale compensation and diminishing scale at the same time,and there is a problem that the resource allocation is not balanced;(4)in influencing factors,the level of economic development,irrigation technology is negatively related to the efficiency of irrigation;Farmers' income,farmers scale positive impact on the efficiency of irrigation;The government's financial support for agricultural water conservancy has no significant impact on the efficiency of irrigation.According to the research conclusion,the policy advice of this paper is:(1)rationally plan the development of agriculture and non-agriculture,attach importance to investment of irrigition;(2)optimize the investment structure of Irrigition;(3)strictly implement the financial capital management system and improve the supervision and management mechanism;(4)strengthen the water-saving awareness and change traditional irrigation model;(5)operation of land in moderate scale.
