| The lack of water resources in arid and semi-arid areas has always been a major obstacle to the development of agricultural water-irrigation.The serious shortage of cul-tivated land water not only results in crop failures,but also directly affects the econo-mic returns of farmers,affecting the overall development of local agriculture and imp-eding rural development.Therefore,it is particularly important to promote agricultural water-saving irrigation technologies in areas with severe water shortage in Zhangye,Some studies have found that learning ability is an ability to exchange knowledge an d-interact with the outside world on the basis of existing knowledge.It can broaden the knowledge,accumulating farmers and influence the adoption efficiencly;When adopting new agricultural technologies,factors such as unpredictability of technologies,market risk of crops,and natural disasters will reduce the effectiveness of technology adoptio n,affect farmers’ perception and enthusiasm of adopting new technologies,and learning ability can effectively reduce the inhibitory impact of external risks.The farmers will reduce the losses caused by external risks through the conduct diversified sales of for mation channels and seek economic help.How does learning ability effectttively affect the adoption of water-saving irrigation on farmers,How do external risks specifically affect the adoption of water-saving irrigation technology for farmers,What are the sub-f or learning ability and external risk,How do these subindicators affect the adoption of water-saving irrigation technologies,How does learning ability mitigate the effects of ex-ternal risks on water-saving irrigation technology,in order topromotthe adoption of water-saving irrigation technology,All of these problems that must be studied and solved in vigorously.From the perspectives of learning ability and external risk,this paper uses factor a nalysis to divide and measure learning ability and external risk,and further studies inl earning ability,external risk,and interactions between the two items.Firstly,based on th e data obtained from field research,the status of the use of water-saving irrigation tec-hnologies by farmers in Gansu Province was statistically described.Secondly,the co-n notation of learning ability and external risks were separately defined and divided in t-o different dimensions.Measure the composite index and each dimension index of thet core variables;using the binary Probit regression model to analyze the effect of learn ng ability,external risk,and comprehensive indicator interaction items on the adoption of water-saving irrigation technology for farmers;finally,Based on the mechanism of th e impact of capacity and external risk on water-saving irrigation tech-nology,the bin-ary Probit regression model was introduced again to study the regression results of lea rni-ng ability sub-items and external risk sub-index regressions,introducing learning ab ilit-y sub-items and external risk subitems.The interaction items were regressed to expl ore how the learning ability component specifically mitigated the external risk subinde xes,which in turn increased the willingness of farmers to adopt water-saving irrigation technologies indirectly.On the basis of the above research results,corresponding policy r ecommendations are proposed.The conclusions mainly include the following aspects:Farmers have a strong sense of scarcity of water resources,but water-saving awareness is relatively weak.Accessing to irrigation technologies with relatively simple information channels,The type of wate-r-saving irrigation technology is relatively concentrated,mainly drip irrigation technoloy and low-pressure pipe technology.According to the results of factor analysisand classif-ication,the learning ability is divided into knowledge interaction learning,identification ability and basic education ability.the external risk is divided into technical risk,natu-ral risk and market risk.Learning ability has a significant positive effect on theadoptio-n behavior of farmers’ water-saving irrigation technology.External risk has a significa-nt negative effect on the adoption behavior of farmers’ water-saving irrigation technology.The interaction between learning ability and external risk indicates is significantly relieved.Among the individual characteristics of farmer households,the farmer gender ha-s a significant negative effect on the choosing water-saving irrigation technology,and t-he number of household farmers has a significant positive effect on water-savingirriga tion technology.Among the sub-indexes of learning ability,the basic education ability,knowledge interaction ability,and identification ability all have a significant positive e-ffect on the adoption of water-saving irrigation technology for rural households;among the external risk sub-indexes,the natural risk and market risk all has a significant neg-ative impact on the adoption of behavior;basic education capacity through multichanne-l sales affecting on market risk,knowledge interaction ability,identification ability thro-ugh government outside information channels to help reduce natural risks for farmers water-saving irrigation technology The inhibitory effect adopted has no significant effect on technical risks.The reason is that the technology risk is not the main influencing factor of external risks,relating to the technical extension of the government in a cert-ain range in the earlier period. |
