With the rapid development of China's reform and opening up and the rapid economic development,the agricultural development of our country has entered the stage of modern agricultural development.Advanced and practical agricultural technology is the key factor to promote the development of national agricultural modernization.Heilongjiang Province,as the famous grain producing province in China,is about 180 million mu of cultivated land.It is the largest rice planting area in the country,and the grain output of Heilongjiang is about 1/10 of the country.The grain output of Heilongjiang province plays an important role in the system of grain production in China.In 2016,the Executive Office of the people's Government of Heilongjiang Province on the implementation of the comprehensive reform of agricultural water price pointed out that the promotion of water-saving technology should be strengthened,and the water saving in the main grain producing areas,severe water shortage and fragile eco-environment areas should be promoted.The development of energy saving irrigation.In the well irrigation area and conditional irrigation area,and vigorously promote the anti-seepage technology and pipeline irrigation.We should vigorously promote the promotion of advanced water-saving and energy saving irrigation technologies such as rice water saving control and irrigation,and improve the efficiency of irrigation water use in the field.The water consumption of rice accounts for about 90%of the agricultural water consumption,but the irrigation efficiency of the irrigation area of the irrigation area is about 45%,the utilization rate of water resources in the well irrigation area is less than 75%,and the waste of water resources is relatively serious.Therefore,it is imperative to develop the utilization rate of rice water-saving irrigation technology and develop modern agriculture.The first part expounds the research background of this paper,pointing out that water resources shortage restricts the development of agricultural economy and society,water saving especially the agricultural water saving potential is necessary.Heilongjiang province is a serious waste of rice planting water resources in the main grain producing area of China,so using rice water-saving irrigation technology is an important choice for local development.Besides,it also states the significance,contents and methods of this study.The second part outlines the theoretical basis of the research,puts forward the theoretical analysis framework,and defines related concepts.The theory of hierarchy of needs,the theory of social action of Parsons and the theory of rational choice of Coleman are summarized,and the related concepts of rice growers and rice planting water saving irrigation technology are defined.The third part is mainly about the development history of agricultural water-saving irrigation technology.This paper expounds the influence of modern agriculture on the development of agricultural water-saving irrigation technology,summarizes the development course of water saving irrigation technology,and the current situation of the development of water saving irrigation technology in the sample area,which makes a good paving for the follow-up research.The fourth part makes use of descriptive statistical analysis and empirical analysis to analyze the influencing factors of rice growers using water-saving irrigation technology,and points out the main factors affecting the rice growers to use water saving irrigation.The fifth part,based on the above analysis,draws the main conclusions of this paper,and puts forward corresponding suggestions for improvement according to the research and actual situation.
