China has abundant water resources,but due to the large population and uneven distribution of water resources,some parts of China face severe water shortages.With the development of the society,the problem of shortage of water resources has become increasingly prominent,which has seriously constrained the development of China's agriculture and affected the country's food security and food quality.The implementation of water-saving irrigation technology in our country is mainly completed by government investment,but large-scaled promotion needs a large amount of capital investment.It is difficult to rely solely on government investment,which will directly lead to low efficiency of water-saving irrigation technology promotion.The direct users and beneficiaries of water-saving irrigation technology are peasant households.Scholars have extensive research on water-saving irrigation technologies and adoption factors.However,the investment models for water-saving irrigation technologies are mostly discussed from the government's perspective and are rarely based on peasants' perspectives.This study is based on the summarization of related local and international studies,directed by theories of agricultural technology,diffusion theory,market failure theory,and conditional value assessment theory.On the one hand,this study constructed a household willingness to pay for water-saving irrigation model and calculated the willingness of peasants to pay.On the other hand,binary logistic regression was used to analyze the factors influencing the payment level of peasants.The conclusions are as follows: 1.Peasants' willingness to pay for the adoption of water-saving irrigation technology is stronger,and 70.82% of peasants have the willingness to pay.The average willingness to pay of the peasants is 368.92 yuan/mu,and for cash crops(fruits and vegetables): the average willingness to pay is 993.7 yuan/mu;the willingness to pay for vegetables is significantly higher than that of fruit trees,and field crops(wheat,corn,etc.): the average willingness to pay is 269 yuan/ Acres;2.The main factors influencing peasants' willingness to pay for adopting water-saving irrigation techniques are:(1)Household characteristics: Peasants' degree of concurrent employment,the size of cultivated land,and the proportion of irrigated farmland in farmland are significant negative correlations with peasants' willingness to pay.Grading of arable land,and effective irrigated area are significantly positively correlated with peasants' willingness to pay;(2)Cognitive aspects of water-saving irrigation: perception of water resources,reasons for not adopting water-saving irrigation technology,and understanding of water-saving irrigation,the number of channels and investors' knowledge of water saving irrigation are positively related to the willingness to pay.It is known that the number of water saving irrigation methods and the participation in water saving irrigation related training are significantly negatively related to the willingness of peasants to pay;(4)Social networks have a significant positive correlation.Based on the above conclusions,the following suggestions are made: 1.There are needs to raise peasants' awareness of water scarcity and water conservation awareness,pay attention to propaganda work,adopt methods and forms that are consistent with peasants' acceptance,mobilize the enthusiasm of peasants to adopt water-saving measures,and enable peasants to implement water-saving irrigation technologies.The input-output benefits have the correct understanding and optimistic expectations;2.While providing technology for peasants,we need to meet the actual needs of peasants and provide corresponding upstream and downstream services;3.There are needs to create a good market and policy environment for peasants and reduce the angles.Also,there is a need to lower the risks and costs of peasants adopt technology,to optimize technologies,to reduce technical difficulties,and to promote peasants' willingness of using water-saving irrigation.4.There is a need to optimize the planting structure of peasants and planting crops with high economic value to raise peasants' willingness to pay.
