Study On Forest And Grassland Fire Prevention And Extinguishing Management Of County-level Government In M City

In recent years,various kinds of forest grassland fires occurred frequently in China,especially the forest fire in Liangshan Prefecture of Sichuan Province in 2019 and 2020,which resulted in the sacrifice of dozens of heroes.All over the country attach great importance to the forest grassland fire prevention and management.Forest grassland fire is sudden,spreading,destructive and dangerous.It is one of the most frequent natural disasters,the most difficult to deal with and the most serious loss among the public events of sudden natural disasters.It seriously damages human ecology and human limited forest and grassland resources,threatens people’s life and property safety,and even leads to the imbalance of social ecology.As the first line of defense for the protection of forest and grassland resources,forest and grassland fire prevention and firefighting plays a very important role.It is also an important part of the national fire prevention and relief emergency management.It is closely related to people’s life and health,property safety and homeland ecological security,and its responsibility is greater than Mount Tai.At present,most studies at home and abroad focus on how to use modern technology or based on empirical models to effectively study the forest grassland fire prevention management,but there are few studies on the forest grassland fire prevention management based on specific government agencies in a certain region.At the same time,M city is rich in forest and grassland resources.With the increase of forest and grassland resources,underforest combustibles and floating personnel entering the forest area,and the increasing frequency of high temperature weather,M city has entered the high incidence period of forest and grassland fires,and the situation of forest and grassland fire prevention is very severe.Therefore,this paper studies the forest grassland fire prevention management of M city and county government,analyzes the existing problems of forest grassland fire prevention management of M city and county government,and puts forward specific countermeasures.Through data review,field investigation,interview,questionnaire survey and other studies,it is found that there are some problems in the forest grassland fire prevention management process of M city and county government,such as insufficient implementation of leading subjects’ responsibilities,ineffective implementation of county-level members’ responsibilities,inadequate performance of township units at the grass-roots level,and weak awareness of forest grassland fire prevention among the masses.Combined with the theories of public crisis management,emergency management,public governance,government functions and so on,the reason is that the leading body does not pay enough attention,the county-level units do not have a strong sense of responsibility,the township units at the grass-roots level do not have a strong sense of responsibility,and the lack of publicity and education to the masses.Based on the actual situation of forest grassland fire prevention and control management of county government in M City,this paper puts forward the solutions to strengthen ideological understanding,strengthen responsibility,take the initiative,perform duties firmly,strengthen publicity and guidance,and deepen warning education.Through the research on the forest grassland fire prevention management of the county government in M city,it provides a reference for the county government to strengthen the forest grassland fire prevention management and further reduce the occurrence of forest grassland fires,which has a very important reference significance.
